PROGRAMME OF SUPPORT TO THE EDUCATION REFORM IN MONTENEGRO

For the Programme of Support to the Education reform in Montenegro FOSI Representative Office Montenegro allocated EUR 225,000. The Budget has been wholly disbursed for realization of numerous and varied activities within the framework of the reform process. In December of this year the Foundation has provided additional EUR 40,000 for development of technical resources necessary for further progress of the reform.

 

Publication of The Book of Changes - a vision of a new educational system and the concept of its implementation - marked at the end of 2001 completion of the first phase of education reform, while pointing to the need for a continuous support to the activities already undertaken in drafting new educational laws, reforming curricula, advancing the process of textbook preparation and publication, as well as providing information to the public and ensuring involvement of the wider community in these processes. In this context FOSI Representative Office Montenegro has continued to provide financial, technical and expert assistance to the Ministry of Education and Science and its reform structure - the Coordinating Team for Education Reform, commissions for drafting new educational legislation, National Curriculum Council and sub-commissions for different education levels, as well as the Department for Textbooks and Teaching Aids. Dedication and hard work of the reform teams have, with the support of our Foundation, resulted in drafting several major documents in all of the above areas and in passage of new educational laws, which will certainly represent a solid basis for future activities.

 

In the year 2002 FOSI Representative Office Montenegro has supported the following activities and projects:

  • In collaboration with the US Consulate introduction of Civic Education in the eighth grade of 33 schools in all Montenegrin municipalities through the pilot project "We ... the People."

  • Expert engagement of Prof. Dr. Slavko Gaber (Minister of Education of the Republic of Slovenia and Professor of Ljubljana University), Prof. Dr. Janko Mursak (Professor at the Faculty of Philosophy of Ljubljana University) and Mrs. Ksenija Mihovir-Globokar (Director of the Legislation Office of the Government of the Republic of Slovenia) as consultants in the final phase of drafting new educational laws.

  • Expert engagement of Dr. Arild Thorbjornsen (Chairman of the Norwegian Education Council), Dr. Aleksandru Krisan  (President of Centre 2000+, Romania) and Mr. Miso Palandacic (Director of the Bureau for Educational Services Development, Ljubljana) in the field of curriculum reform.

  • Expert engagement of Prof. Dr. Ivan Svetlik (Professor at the Faculty of Humanities and Social Sciences of Ljubljana University and Chairman of the Slovenian National Curriculum Council) as the general consultant for the curriculum reform process.

  • Expert engagement of Mr. Miha Kovac (Professor of Information Science and Publishing at Ljubljana University), Mrs. Suzana Duhovnik (Chief Editor of the Technical Department of  Mladinska  Knjiga, Ljubljana), Prof. Dr Adrian Bullock (Professor at Oxford Brookes University, United Kingdom) and Dr. Phil Cohen (World Bank expert) as consultants of the Department for Textbooks and Teaching Aids in the field of reform of textbook publishing process.

  • Support to the Coordinating Team for Reform of the Ministry for Education and Science of the Republic of Montenegro.

  • Support to the National Curriculum Council and commissions dealing with different education segments (pre-school education, elementary education, general secondary education, vocational secondary education and adult education).

  • Technical support to the National Curriculum Council .

  • Support to commissions for educational legislation reform dealing with different education levels.

  • Support to the commission entrusted with drafting a law on education of children with special needs.

  • Support to the National Curriculum Council in conducting a survey on opinions of pupils, teachers, parents and social partners on current curricula and the needs to change them.

  • Study visit of members of commissions for curricula revision dealing with different education segments to the Ministry of Education, Science and Sport of the Republic of Slovenia, Bureau for Educational Services Development and educational institutions in Slovenia.

  • Study visit of a group of directors of educational institutions to the School for Education and Professional Development of School Principals in Slovenia within the framework of the project on professional development of school principals in the new educational system.

  • Expert and financial support to the Department for Textbooks and Teaching  Aids in organizing a seminar on professional capacity development.

  • Support to the Department for Textbooks and Teaching Aids in publishing new history textbooks for high schools and vocational secondary schools.

  • Support to the Pedagogical Centre of Montenegro in publishing the "Educational Magazine".

Total funds provided for this programme in 2002 amount to EUR  265, 000.

LAW PROGRAMME

  1. Enhancing the work of legal clinics (applicant: The Faculty of Law of the University of Montenegro) EUR 11,000

  2. Seminars on fighting corruption: 1.Cooperation of authorities with the NGO sector in fighting corruption   2. Role of the Media in anti-corruption activities and development of  'investigative journalism' in this field (Agency for Anti-corruption Initiative of the Government of Montenegro  and the  Institute for European Policy of Berlin in cooperation with the  Centre for Transition as local partner) EUR  11,860.

  3. New library of the Faculty of Law (Faculty of Law of the University of Montenegro) EUR 38,000.

  4. "Basic training and professional development of judges and judicial trainees ", applicant: Judicial Training Centre of Montenegro , EUR 50,000.

Total funds provided for this programme by FOSI Representative Office Montenegro in the period March – December 2002 amounted to EUR 110,860.

WOMEN’S PROGRAMME

Inter-professional cooperation – precondition for a successful prevention of violence against women and children – Seminars for civil servants and (2)  Seminars for training of trainers– officials of the Ministry of the Internal Affairs (1) (applicant : SOS Hot line for Women and Children victims of violence, Podgorica) EUR 13,495.

  3. Information and Documentation Programme /Initiative of OSI Women's Network Programme for the period November 2002- March  2003 (Applicant : ANIMA / INDOC (Women’s Information and Education Centre of Montenegro), EUR 4,020.

  4. Magazine "Femina" ( NGO "League for the Family" and ZINEC/INDOC-Anima) EUR 4,650.

  5. Free legal aid in cases of family violence, in a period of three months (Dec.1, 2002. – Feb. 28, .2003) Applicant NGO "Centre for the Protection of the Rights of Women and Children", Podgorica EUR 2,490.

  6. The "Svjetlost" Centre for women and children,  Bijelo Polje/ project duration 6 months (applicant: NGO "Women for a Better tomorrow", Bijelo Polje) EUR 2,308.

  7. Gender Stereotypes in Elementary School Textbooks (1st, 2nd, 3rd and 4th grade) in Montenegro [186KB] - (Publications) (NGO Anima, Kotor / ZINEC– Women’s Information and Education Centre) EUR 5,220.

  8. Initiating legal reforms – treatment of the issue of violence against women under the existing laws (Centre for Human Rights of the University of Montenegro) EUR 2,500.

  9. Assistance to Women’s Shelter (NGO Sigurna zenska kuca) EUR 4,158.

Total funds provided for this programme by FOSI Representative Office of Montenegro in the period  March – December 2002 amount to 49,665.

 

Activities  implemented through the regional  women’s programme (OSI Budapest):

  1. Participation of a delegation from Montenegro (NGO and state institutions) at a seminar on co-ordinated response of the community to the issue of violence against women (Ulcinj, May 2002) EUR 360.

Campaign "16 Days of Activism against Violence against Women" in the organisation of the SOS Hot line Network (November 25 – December 10, 2002)  EUR 5,000.

SCHOLARSHIPS ADMINISTERED by FOSI- Representative Office Montenegro

Scholarship for one-year postgraduate studies at Cambridge has been awarded to  Ana Janicic.

Scholarship for postgraduate studies in economics at Staffordshire University has been awarded  to Darko Hajdukovic.

Soros scholarship recipients at the American University in Bulgaria are: Miladin Bogetic, Vladimir Vucinic, Dragana Vesovic, Bosiljka Vukovic, Jelena Dzankic, while this year the scholarship has been awarded to Marko Kovacevic.

Students of social sciences and humanities studying abroad recipients of financial support under the Soros Supplementary Grants Program are Ajsela Hadzibegovic and Vedrana Kovac.

Sladjana Radulovic and Veselinka Djuricic attended a seminar for physicians held in Salzburg.

 

Participants in the four-week summer camp in the US for young leaders (SEEYLI ) were secondary school students:  Jovana Karadzic, Danilo Cosovic, Marko Ljuljdjuraj,  Marija Crnogorac, Marko Volkov, Carna Brkovic, Simonida Subotic, Amdir Rebronja, Tijana Zivaljevic, Boro Milovic, Vladana Bajovic, Dragana Brajovic, Damir Djurkovic and Ivana Brnovic and adult participants – group leaders : Ana Stojovic, Anica Boljevic, Dragana Varezic and Ivona Adzic.

 

Under the Cultural Link programme support has been provided for the events "The Dance Week’’ in Cetinje, organized by the Modern Theatre, Cetinje (grant amounting to US$ 5,038) and Summer Academy organized by the Mmart Foundation (grant amounting to US$ 5,400 USD), as well as for participation by Darko Vuckovic, Gojko Kastratovic, Slobodan Milatovic, Ksenija Glisic and Srdjan Grahovac at different events in the field of culture.

Within the Cultural Policy programme, the project of the Mmart Foundation ‘Mindset, Politics, Culture: Who makes the Move?‘ has been supported by a grant amounting to US$ 6,700.

SEE COMMUNITY CENTERS - "OPEN SCHOOLS"

This regional program is implemented in Montenegro for a second year now through the work of local centres in Bar, Kolasin and Danilovgrad. "Open schools"  have the task to provide programmes that meet social, educational and recreation needs of young people, making the school accessible to and open for different age groups, encouraging socialization and democratisation within the community,  as well as non-formal and continuous education. Programmes are designed and implemented with the assistance of local institutions, including educational institutions, enterprises, civil sector, and take place in, as well outside schools, in the community. OSI and C. S. Mot Foundation are financing the Project, and the budget allocated for this project for the period  April 2002- April 2003 amounted to US$ 26,720.

"KULTURA NOVA"

This regional programme is being implemented in collaboration with the European  Cultural Foundation of Amsterdam , on the basis of a three-year Agreement signed in 2001, under which EKF provides two-thirds of funds and FOSI ROM provides one-third. The programme covers support for two local  NGOs in the sphere of culture and a local monitor’s fee. The selection of local NGOs in 2001 has been made by the Managing Board of the "Kultura Nova" programme.  In accordance with the decision of the MB, the work of local NGOs is subjected to external evaluation. Within the framework of this programme two NGOs in the sphere of culture, Montenegro Mobile Art and Open Cultural Forum have been supported with EUR 15,000 each, while the local monitor’s fee amounted to EUR 75 a month.

 

The total financial participation of FOSI Representative Office Montenegro in this programme for the period September 2001  – September 2002 has amounted to EUR 10,300.
