In 2009, Foundation Open Society Institute - Representative Office Montenegro initiated, supported and promoted programs and projects in partnership  with a number of NGOs, government institutions and individuals.

 

Total budget allocated for the activities in 2009 was EUR 847,406.54.

 

 

EDUCATION REFORM PROGRAM

Based on the principle of equal access to quality education for all, the Education Reform Program (ERP) supported the process of education reform in Montenegro in a manner which contributed to its sustainability, openness and quality. We considered it essential for the quality progress of the reform process - five years after the introduction of the new model in the first group of primary schools and three years into the implementation of the new system in general-program secondary schools - to return to the fundamental principles and values of openness, democracy and inclusion defined in the Book of Changes as tenets of both the reform process and the new educational system. With the aim to support application of these principles, two ERP strategic priorities were defined for 2009: 1) support to the inclusiveness and quality of the education reform, and 2) support to all stakeholders within the education system, primarily students and parents, for the purpose of meaningful and quality participation in the education process.

 

In line with the given priorities, in 2009 special attention was paid to strengthening the civil society`s role in the education reform process, through quality projects run by parents’ associations, teachers’ associations, youth organizations and organizations of young people with disabilities.  We continued to support teacher training for the purpose of quality implementation of reform tools. A particularly important segment of our activities directly concerned with the reform process quality was the support provided to the organization of the international program for assessment of student achievements upon completion of primary education (PISA Project), as well as a comprehensive analysis of implementation of reform tools concerned with general curricula in primary schools, general-program and vocational secondary schools. The findings and recommendations generated by this project will be presented to the professional and general public in early 2010, as significant contribution to quality continuation of education reform.

 

Within the scope of the given priorities, the Foundation supported the following projects in 2009:

 

1. Support to the Quality and Inclusiveness of Education Reform

 

  • Towards Inclusion in Secondary Education - Stage II; Applicant: NGO Montenegrin Association of Youth with Disabilities - UMHCG. The project targeted both teachers and students and aimed to foster inclusive secondary education. UMHCG team of trainers organized 13 one-day workshops for secondary school teachers from Podgorica, Nikšić, Kotor, Bijelo  Polje, Pljevlja, Berane, Bar, Herceg Novi and Cetinje, covering the issues of relevance for the disabled (language and approaches to disability; human rights of disabled persons; achieving equal opportunities; inclusive education). The project also included 21 lessons on inclusive education for students of secondary schools from Podgorica, Bijelo Polje and Bar. Project activities had been defined with the support of the Bureau for Educational Services. Budget: EUR 11,345.00.

  • Monitoring and Improvement of Curricula Implementation in Elementary and Secondary Schools; Applicant: Bureau for Educational Services - BES. BES organized a comprehensive monitoring activity in elementary and secondary schools to determine the extent of reform implementation. The findings were used to prepare recommendations and set up activities to help schools overcome the difficulties identified. The recommendations were published in a separate booklet. Within the project, BES also trained school management to develop action plans and implement the professional development system within schools. Relevant manuals were also developed and distributed to all schools. Budget: EUR 20,155.00.

  • Support to PISA; Applicant: Examination Center of Montenegro. The project continued FOSI ROM support to the implementation of PISA in Montenegro. The pilot testing took place in March 2008; the main one, involving 5,200 students from 48 secondary schools and six elementary schools, was held between 23 March and 30 April 2009. Montenegro was one of the 68 countries participating in PISA 2009. The project covered the expenses of the National Project Manager and National Data Manager and the expenses related to the necessary technical support. In addition to assessing the capacity of 15-year old students to apply the knowledge and skills acquired in school, the questionnaires completed by students, teachers and school principals will be used to identify the factors related to success in the test. Budget: EUR 11,050.00.

  • Support for the First External Matura 2010; Applicant: Examination Center of Montenegro. External matura, which enables all high-school graduates to be tested under identical conditions, is to be implemented for the first time in 2010. The Examination Center conducted two pilot testings that involved all high-school students in 2008 and 2009. The pilots showed that some segments of exam administration required new software or upgrading of the available one. These activities should be finalized by May 2010. FOSI ROM has   supported projects that contribute to successful evaluation of education reform process and development of quality assurance mechanisms since 2004. Budget: EUR 11,050.00.

  • Development of Human Resources in the Field of Professional Development of Teachers in the Montenegrin Educational System; Applicant: Pedagogical Center of Montenegro - PCCG. The project contributed to establishing a system for the professional development of teachers, taking into account the need for greater school autonomy in evaluating and upgrading teaching. Together with BES, PCCG delivered teacher training and formed teams of trainers for the following programs: Step by Step, Reading and Writing for Critical Thinking, Cooperative Learning, Mentorship Program etc. The overall program for development of human resources in this field is being implemented over a three-year period (2009 – 2012). The given project covered the activities in 2009. Budget: EUR 12,548.00.

  • Training for Media Literacy Teachers; Applicant: Pedagogical Center of Montenegro - PCCG. The project included two seminars for teachers of Media Literacy from all general-program secondary schools in the country. The first seminar dealt with the basics of media theory, definitions of media, the concept and ways of media manipulation. The participants were provided detailed information on the curriculum and teaching materials, heard some practical experience and developed lesson plans.  The second seminar dealt with modern teaching methods and followed the curriculum for this subject. FOSI ROM has supported introduction of Media Literacy since 2007. As of school year 2008-2009, Media Literacy has been available to third and fourth grade students of general-program secondary school, as an innovative elective subject. Budget: EUR 10,816.60.

  • Strengthening the Capacities of the Association of Civil Education Teachers; Applicant: NGO Association of Civil Education Teachers. The project included training for a group of 15 current and future elementary and secondary school teachers of Civil Education and enlarging the membership of the Association. The first stage included a three-day seminar that covered the basics of project management, with participants setting up the organizational structure of their NGO and developing a preliminary action plan. The second stage included a one-day meeting to design the action plan. Enhanced membership and capacities of the Association should lead to a more productive participation of all teachers in improving the quality teaching and learning Civil Education.

2. Support to the Involvement of NGOs, Parents and Students in the Education Process

  • 2009 Youth Summer Camps: Media Literacy and Sexual and Reproductive Health; Applicant: NGO Forum MNE. The project comprised two one-week summer camps for groups of 25 secondary school students (second and third grade) from Podgorica, Nikšić, Kotor, Berane, Ulcinj, Bar, Herceg Novi, Mojkovac and Bijelo Polje. Participants included young people from marginalized groups, such as Roma, residents of institutions and socially disadvantaged youth. The worskhops enabled the participants to acquire new information, knowledge and skills in areas such as: critical thinking and media literacy; risky types of behavior (especially in terms of sexual and reproductive health). The experts who delivered the workshops used the teaching material available for the subject Media Literacy and the Handbook on Sexual and Reproductive Health. As follow-up activities, the participants organized worskhops on the given topics in ten secondary schools in their respective communities. FOSI ROM also supported the 2008 Youth Camps. Budget: EUR 18,311.00.

  • Education to Recognize the Value  of Physical Space; Applicant: NGO Expeditio - Center for Sustainable Development. The project directly applied some of the activities envisaged by the Action Plan to Introduce Sustainable Development in the Educational System and promoted the related school subject. NGO Expeditio designed a program for primary and secondary school students in Kotor that is based on practical intervention in their own space - the school yard of "Savo Ilić" Elementary School. In addition, students attended ten workshops based on the curriculum for the school subject of Valuing Physical Space and the manual Education to Recognize the Value of Physical Space. The project also included activities to raise awareness in the community on the need for education related to this issue. It therefore included organization of a visit of students from the northern region of the country and a round table as well as media coverage that involved secondary school students attending the course on Media Literacy. Budget: EUR 9,577.00.

  • Open Day and Survey Involving Parents; Applicant: NGO Forum MNE. The project was a follow-up to the regional survey Improving Inclusion and Quality of Education in SEE, implemented in Albania, Bosnia and Herzegovina, Montenegro, Kosovo, Macedonia, Moldova, Romania, Romania, Serbia, Bulgaria and Croatia, supported and coordinated by the OSI Education Support Program and national foundations. In Phase One, parents’ views on the forms and quality of school-parent cooperation were considered. The findings were used to develop models to improve parents’ involvement in education (Phase Two). Association of Parents organized a one-day training event for representatives of three elementary schools (from the northern, central and southern region of the country). They also defined the activities for the Open Days for Parents that were organized in the given schools in the autumn of 2009. This served to assess in practice the model to improve parents’ involvement in school functioning. Budget: EUR 9,608.00.

  • Volunteerism in Schools; Applicant: NGO Association for Democratic Prosperity - ZID. The project served to develop the curriculum for this optional subject in elementary schools and for the compulsory elective units (groups) in secondary schools. In addition, a training program for teachers was designed. The knowledge and skills acquired by young people through volunteer work enable them to develop initiatives, to be active and empowered to respond to various challenges they encounter in their schools and their environment. The project also encouraged students to take an active role and have an impact on the life of the school. ADP Zid developed the Volunteerism in Schools Project relying on the segment of the Volunteerism Development Strategy that deals with education. Budget: EUR 12,446.50.

  • Model for Sustainable Student Participation / Pilot Project: Youth Workers in Elementary Schools; Applicant: NGO Forum MNE. The project promotes the profession of youth worker. During the academic year 2009-2010, a professional youth worker is to organize extracurricular activities - four hours, five days a week - for students of senior grades of elementary school. The workshops serve to equip students with social skills that will help them take an active role in school life and exercise their rights. Youth worker also provides information to those interested about issues of relevance for their personal and professional life. The idea of a project on sustainable student participation in primary school originated from the cooperation between Forum MNE and the Ministry of Education and Science. Budget: EUR 7,709.00.

  • Youth Programs in Cetinje and Promotion of Youth Work; Applicant: NGO From Youth to You. The project highlights the need and importance of working with youth in Cetinje. Activists and youth workers from the NGO From Youth to You are to deliver interactive workshops with primary and secondary school students during the school year 2009-2010. After completing the program, the participants will organize actions that respond to the interests and needs of young people from this town. They are intended to establish cooperation with "Development" - an association of parents of children with special needs, and an organization working in the local Roma community. Some activities are addressed at the local community, aiming to obtain support for a youth club that would provide quality programs for the young people of Cetinje and to ensure adoption of a local action plan for youth. Budget: EUR 6,002.00.

  • Education Transit - Series of Radio Programs on Education Reform; Applicant: NGO Skadar Lake. The project envisaged preparing and broadcasting a series of 12 one-hour radio programs and two special programs on education. The programs covered topics such as: child rights; corruption in education; religious teaching as a new subject; sexual education as a new subject; IT education; drug addiction in schools; role of parents in education reform; education of children with special needs. Two special programs focused on non-formal education and were designed by the NGO Skadar Lake together with the NGO Forum MNE during their summer camps. The series was broadcast weekly by the Skadar Lake Radio. The project contributes to education reform by opening a discussion on the given issues that concern the educational system and the society in general. Budget: EUR 3,413.00.

  • Educating Parents’ Councils on the Issues and Areas Identified as Priorities in the Needs Analysis Activity: Infrastructure and Fundraising for the School, Prioritization of School Needs, Fundraising and Project Proposal Writing, Inclusive Teaching and the Role of Parents in Reformed School; Applicant: NGO Parents’ Association of Montenegro. The project included preparation and implementation of workshops intended for Parents’ Councils in 25 elementary schools that had been included in the Associations’ surveys on Monitoring and Evaluation of Education Reform from the Parents' Perspective, New General-Program Secondary School from the Parents' Perspective and Parent-School Cooperation. The surveys had indicated that the Councils needed further training, and the parents themselves had stated they principally needed information concerning infrastructure and fundraising for school purposes, inclusive teaching, education reform and the role of parents. By supporting this project that met the needs of Parents’ Councils, FOSI ROM had the opportunity to contribute to strengthening civil sector impact on the work of institutions. Budget: EUR 11,022.10.

  • Analysis of the Potential for Introducing Elements of Consumer Protection in the Teaching Process; Applicant: NGO Center for Consumer Protection - CEZAP. CEZAP designed the project in the light of the efforts to introduce topics concerning consumer protection in the formal education system, in line with the Action Plan for the Implementation of the National Consumer Protection Program, which envisages education of consumers.  Experts from the Bureau for Educational Services and CEZAP reviewed the primary and secondary school curricula in order to assess the potential for introducing elements of consumer protection. They were helped by experts from Macedonia, who had seven years of experience in working on consumer protection programs for children and youth. These activities were supported by the East East Program, assisting regional projects. Budget: EUR 2,234.00. [The project was also allocated EUR 9,466.00 from the European Program, its total budget EUR 11,700.00.]

  • What follows after leaving the Home? Applicant: NGO Forum MNE. The project is intended to help the residents of the Children’s Home in Bijela secure quality independent life outside the Home after they turn 18. Forum MNE activists work with fifteen residents aged 15-18, six of whom are supposed to leave the Home in 2010. The participants attend several training programs aimed to facilitate their access to employment and learn about the procedure to obtain personal and travel documents. Forum MNE seeks to establish links with the local communities that individual residents originally came from and initiate establishment of a permanent service to support these young people after they leave the institution. Budget: EUR 13,386.00.

ERP supported participation of Montenegrin representatives in the regional projects organized by the OSI New York and London, such as participation of dr Dragan Bogojević, Director of BES, in the Conference on Education and Civil Society held in Zagreb and organized by OSI New York  (EUR 259,48.00). The project Open Days and Surveys Involving Parents is a part of a broader regional initiative Improvement of Quality and Inclusion of Education, implemented in 10 countries in the region and funded by the Education Support Program (OSI London).

 

Total budget allocated by FOSI ROM for projects implemented within the Education Reform Program was EUR 169,709.08.

EUROPEAN PROGRAM

The strategic priorities of the European Program in 2009 were: promotion of democratic and value segments of the European integration process, and quality implementation of European standards and policies. In this context, three program goals were identified: 1) raising awareness on the importance of European integration and democratization process; 2) development of human resources in the domain of European integration; and 3) contributing to strengthening the civil society influence on policy makers for the purpose of quality implementation of the National Program for Integration (NPI).

 

For the purpose of accomplishing the first goal, quality public information on the European Union and the stabilization and association process of Montenegro was provided by means of supporting the web portal European Reporter. The situation analyses with recommendations from the domain of electoral legislation, women`s rights, situation of Roma and civil sector aimed to assist the European Commission, which prepares annual monitoring reports on stabilization and association, with overview of the situation and monitoring of developments in the given areas. Promotion of the value component of the European integration process included implementation of a number of activities aimed at promotion of universal values, such as tolerance for diversity, individual and corporate philanthropy, and volunteerism. Special attention was devoted to creating and strengthening a network of individuals and organizations that highlight the problems of citizens and the society and develop a critical public stance aligned with essential democratic values. Opinion polls were carried out on key reform areas, along with a survey on the public attitude concerning EU accession.  

 

With the aim to develop human resources and enhance the knowledge on European integration, we supported a number of activities for representatives of civil sector, public and local administration and business, as well as for students, providing them with opportunities to acquire essential knowledge required to understand the complex processes of European integration and certain aspects of Montenegro`s progress toward the EU. This provided encouragement and competence for undertaking individual and joint activities concerned with promoting and embedding European standards in Montenegrin society.

 

Within the activities to mobilize the civil sector for more active participation in the European integration process, we supported two projects – monitoring the implementation of the National Program for Integration (NPI), and developing a regional response of the Western Balkan countries to the issue of migration and the visa liberalization process.  

 

Within the scope of the given priorities, the Foundation supported the following projects in 2009:

 

1. Public Information on the European Integration Process and Promotion of its Value Component

  • Reporting on European Integration of Montenegro III; Applicant: Center for Euro-Atlantic Policies. The project supported the web portal European Reporter in the second part of 2009. Center for Euro-Atlantic Policies (CEAP) posts, on a daily basis, articles by Montenegrin journalists and translations of articles on European integration processes from a number of European media. Representatives of political parties, trade-unions, associations, non-governmental and other organizations also post their views on these issues on this web-portal. European Reporter is a useful source of information on Montenegro’s integration in the EU, especially for journalists; it assesses the extent to which Montenegrin regulations and practices comply with EU standards. The project continues the projects previiously supported in 2008 and 2009. Budget: EUR 12,455.00.

  • Reporting on Montenegro’s European Integration IV; Applicant: Center for Euro-Atlantic Policies-CEAP. The Center for Euro-Atlantic Policies (CEAP) posts, on a daily basis, articles by Montenegrin journalists and translations of articles from the European media on European integration issues on European Reporter. At this stage of the project, until mid-2010, special attention will be paid to public administration and local government issues in the process of European integration of Montenegro and the region. The articles will analyze the situation in the public administration and specific local governments from the perspective of their capacities to implement the policies concerning EU accession and to use EU funds. They will also present comparative experiences of the countries that are already well on the road to the EU and the new EU members. The project is a continuation of the ones supported in 2008 and 2009. Budget: EUR 2,564.00. [The project was also allocated EUR 11,496.00 from the PALG Program, its total budget EUR 14,060.00.]

  • Participation of Representatives of Non-Governmental Sector at the Conference: Finalization of Accession Talks for Croatia and the Perspective of the Western Balkans Concerning Membership in the EU  (in-house project) The project covered travel and participation costs for Neđeljko Rudović, chief editor of the web portal European Reporter. The portal www.evropskireporter.com provides information and articles on EU accession of Montenegro and the rest of the region and on the developments in the EU that may have impact on Montenegro and the region. Participation in the conference enabled Mr. Rudović to gather material and inform the Montenegrin public about the main tendencies and conclusions, the situation in the Western Balkan countries and the key challenges they encounter on the road to the EU. Budget: EUR 2,043.10. 

  • Non-governmental Sector Input for the 2009 EC Monitoring Report on the Stabilization and Association Process (in-house project) The European Commission develops regular Monitoring Reports on Stabilization and Association for Montenegro, encompassing the areas of human and minority rights, judiciary and interior affairs, public administration, civil society, economy, sector policies, media etc. Prior to this, Montenegrin non-governmental sector delivers to the EC its analysis of the situation in individual areas. FOSI-ROM supports the NGO analyses concerning: electoral legislation (Monitoring Center - CEMI), women’s rights (ANIMA Center for Peace and Women’s Education), civil sector (Center for Development of NGOs - CRNVO) and the situation of Roma (FOSI ROM). The paper is delivered to the EC via OSI-Brussels. The project also includes presentation of the given paper at the EC meeting in Brussels in June 2009. FOSI ROM supported Montenegrin NGO input for the EC Monitoring Report on SAP in 2005, 2006, 2007 and 2008. Budget: EUR 501.21.00.

  • The History of Philanthropy in Montenegro; Applicant: Fund for Active Citizenship - fAKT. The project included research on the history and tradition of philanthropy in Montenegro, publication and promotion of research findings with the aim to foster philanthropy. The publication on philanthropy was presented at a press conference. It was distributed free of charge at the Podgorica Book Fair and, with the help of local organizations, in bookstores in several Montenegrin towns (Podgorica, Nikšić, Pljevlja, Bijelo Polje, Kotor). "The History of Philanthropy in Montenegro" was published as a series of articles in Daily Paper Vijesti and Weekly Magazine Monitor. The project included a round table on Philanthropy in Montenegro, which initiated a public debate on charity donations and action for the common benefit. Budget: EUR 7,329.50.

  • Promotion of Philanthropy in Montenegro - Annual Philanthropy Awards; Applicant: Fund for Active Citizenship - fAKT. Annual philanthropy awards were organized in partnership with the Chamber of Commerce of Montenegro and the Office for Sustainable Development of the Government of Montenegro, with the support of FOSI ROM, Rockefeller Brothers Fund and Charles Stewart Mott Foundation. Awards were given in the following categories: the best national project, contribution to the local community, and individual awards. The project included publication and promotion of the call for nominations, activities to promote philanthropy (meetings and booklet on corporate philanthropy) and the award ceremony. The project continued the Foundation’s support to promotion of philanthropy. Budget: EUR 12, 365.44.

  • Public Campaign to Regulate Volunteer Work; Applicant: Association for Democratic Prosperity - Zid. The project included a campaign on the importance of volunteerism and regulation of this area, a public debate on draft Law on Voluteerism, setting up a Club of Volunteerism Promoting Media, organization of events and other activities. The project contributed to development of Law on Volunteerism and implementation of activities envisaged in the Strategy of Cooperation between the Government andf NGOs and the Strategy for Development of Volunteer Work (expected to be adopted in 2009). The project was an attempt of ADP-Zid to encourage citizens to get involved in volunteer work, contribute to its recognition and harness its potential for democratization of the society and political life in the country. Budget: EUR 12,770.45.

  • My Life - Series of Documentaries Promoting Respect for Universal Values; Applicant: Montenegro Media Institute. The project referred to the TV program from the series My Life, devoted to socially vulnerable groups. The program "Ordinary people’s lives in unusual circumstances" presented three young people living full and active lives despite their physical disabilities - Marijana Mugoša and Goran Macanović are blind, while their friend Zoran is in wheelchair. The program aimed to highlight universal moral values such as tolerance, solidarity, humanity and courage, and to encourage the public to accept people with disabilities without discrimination or prejudice, with full respect for human rights. Budget: EUR 3,403.50. [The project was allocated EUR 2,000.00 from the Law Program, its total budget EUR 5,403.50.]

  • Annex to My Life Project : Translation to Albanian and English; Applicant: Montenegro Media Institute. The project included translation into Albanian and English of the TV program "Ordinary People's Lives in Unusual Circumstances". In April 2009, Montenegro Media Institute prepared the 30-minute program within the series My Life. Translation into the two given languages enabled the program to reach a wider audience and possibly participate in one of documentary and TV festivals abroad. Budget: EUR 1,052.00.

  • My Life/Second Home; Applicant: Montenegro Media Institute. The project referred to the TV program from the series titled My Life. The half-hour program presented foster families as an option in taking care of children without parents. The topic was discussed by social workers, representatives of the Ministry of Labour and Social Welfare, members of the Foster Families’ Club, biological parents of children placed in foster families and the children themselves. Budget: EUR 7,837.00.

  • Balkan Incentive Fund for Culture - BIFC; Applicant: European Cultural Foundation. Balkan Incentive Fund for Culture supports projects that strengthen regional cooperation in the domain of arts and culture. BCIF is funded jointly by the European Cultural Foundation - ECF, Amsterdam, Hivos (Dutch Humanist Institute for Development Cooperation), OSI Arts & Culture, Budapest and Soros foundations from the region. FOSI-ROM’s grant was allocated to the Fund for arts projects and cultural cooperation projects in the region. Budget: EUR 7,000.00.

  • Development of Corporate Social Responsibility in Montenegro; Applicant: Center for Development of NGOs - CRNVO. The project contributed to the understanding of the concept of corporate social responsibility and creation of partnerships between the for-profit and NGO sectors in Montenegro. To this end, CRNVO organized a one-day training event on corporate social responsibility for 60 corporate managers and 40 representatives of NGOs. Training of corporate representatives took place in: Podgorica (for the ones from Podgorica, Nikšić and Danilovgrad), Tivat (for those from Tivat, Bar, Ulcinj, Kotor, Herceg Novi and Budva) and Bijelo Polje (for those from Bijelo Polje, Berane, Kolašin, Pljevlja and Žabljak). Training of NGO representatives took place in: Tivat (for the organizations from Tivat, Bar, Budva, Kotor, Ulcinj and Herceg Novi) and Bijelo Polje (for the organizations from Bijelo Polje, Kolašin, Žabljak, Berane and Pljevlja). Budget: EUR 7.993.00.

  • Amphitheater - in-house project carried out in cooperation with the RTCG Satellite Program. The project aimed to highlight the problems of young people, motivate them to take an active role in addressing these problems and identifying solutions. Budget: EUR 1.626,33.

  • Media N-GAGE - Criticism of Negative Social Phenomena by the Citizens and the Media: Investigative Journalism and Monitoring; Applicant: NGO 35mm, Podgorica. The project aimed to create a network of inidividuals and organizations that would highlight the problems faced by the citizens and society and contribute to a critical public attitude and democratization of the society. The initial activities included practical training of a group of around thirty students in the final grade of high school or first year of university on media literacy and investigative journalism. The NGO 35mm organized a special portal www.e-balkan.net to post news, articles, surveys, video files and other formats by renowned journalists, NGO activists, bloggers, as well as young participants in the training. In addition to the critical approach provided by the authors, the audience will be enegaged, in order to contribute to a well-argumented, critical voice of the public and civil activism. Budget: EUR 22.491.00.

  • Political Public Opinion in Montenegro 2009; Applicant: Center for Democracy and Human Rights - CEDEM. CEDEM conducted three opinion polls in Montenegro in 2009 and provided in-depth analyses of public opinion trends. The analyses were posted on CEDEM website, while 300 copies were issued in the local language and in English. In the final stage of the project, 500 copies of a bilingual annual publication were issued, containing detailed results and analyses of all the three polls. In 2009, special attention was given to the public opinion concerning: social reforms; specific institutions; some critical, internationally recognized and supported values; European and Euro-Atlantic integration; better economic situation, fighting poverty, and addressing social deviations.  CEDEM conducts the polls in a standardized form across the country, using a sample of 1,000 respondents (1,500 in March, before the parliamentary elections). The polls are regularly presented to the public. FOSI-ROM has supported public opinion polls since 2004.Budget: EUR 34,218.60.

2. Development of Human Resources in the Field of European integration

  • School of European Integration, Ninth Generation; Applicants: Center for Development of NGOs – CRNVO; Center for Civic Education – CGO; European Movement in Montenegro. The project continued the unique program of alternative education that offers information from the fields of economics, European integration and the EU system for human rights protection. The ninth course was organized for a group of 30 participants from Montenegro in the autumn of 2009. School of European Integration provides basic knowledge necessary to comprehend the complex processes of European integration and specific aspects of Montenegro’s accession to the EU. The School also encourages the participants to implement activities related to promoting and embedding European standards in contemporary Montenegrin society. The program addressed the following topics: Europe – history of the concept; goals of European integrations; Europe through its institutions; EU legislation and other regulations; economic principles of European integrations; European security and mechanisms for human rights protection; Europe ahead and different experiences; Montenegro and the EU. For the first time, this years’ course included training on managing projects financed from EU funds and training on policy paper writing; the training aimed to help the participants to get involved and influence the decision-making process and development and implementation of national regulations, and to contribute to accelerating the European integration process and Montenegro’s accession to the EU. Budget: EUR 32,089.00.

  • Europe for All; Applicant: NGO New Horizon, Ulcinj. The project served primarily to present the European values and the importance of European integration to senior grade students of the secondary schools "Bratstvo-jedinstvo" and "Drita" from Ulcinj. From February to June 2009, ten workshops in Albanian and Montenegrin were organized for a group of 60 students. The participants organized follow-up lessons on the topics covered in the workshops for their peers. The project included publication and dissemination of a bilingual booklet Europe for All, which used easily understandable language to provide key information on European integration. On 9 May, Europe Day, New Horizon organized a street performance in Ulcinj. Weekly paper Koha Javore contributed to informing citizens on European integration by including a special page on the topics covered by the project. Budget: EUR 8,501.15.

  • Internship at the Montenegrin Parliament – Contribution to Building Administrative Capacities; Applicant: Center for Democratic Transition – CDT. Within the project, CDT organized seven-month internships lasting until end of July 2010, for ten university students in their final year of studies. Through practical engagement, students learn about the work and functioning of Montenegrin institutions, enhance their knowledge of the institutions and get involved in political and socio-economic processes and reforms. In the course of additional education provided by the CDT outside the Parliament, they learn about the concrete challenges faced by Montenegro and plan their careers.  At the same time, the Parliament achieves more transparency, making use of the interns' knowledge and skills in the course of its regular activities. The project extends the cooperation between state institutions and the civil sector and is a follow-up to the Program for the Parliament. Budget: EUR 8,476.30.

  • Training of Trainers on Managing EU Funded Projects; Applicant: Center for Development of NGOs – CRNVO. Within this project, fifteen trainers were trained (members of CRNVO team of consultants/trainers and staff members of the Secretariat for European Integration) to deliver training on EU funds and relevant project management. This group of trainers is intended to share the expertise in the given areas with staff working in public administration, local governments and NGOs. Training of trainers was delivered by CRNVO trainers and included workshops on: EU funds, management of EU projects, preparing documents required to apply for EU funds, adult education methodology. New trainers will inform future beneficiaries about opportunities for accessing EU funds and facilitate more effective use of resources available from the EU. Budget: EUR 10,567.00.

  • Analysis of the Potential for Introducing Elements of Consumer Protection in the Teaching Process; Applicant: Center for Consumer Protection – CEZAP. CEZAP designed the project in the light of the efforts to introduce topics concerning consumer protection in the formal education system, in line with the Action Plan for the Implementation of the National Consumer Protection Program, which envisages education of consumers. Experts from the Bureau for Educational Services and CEZAP are reviewing the primary and secondary school curricula in order to assess the potential for introducing elements of consumer protection. They are being helped by experts from Macedonia, who have seven years of experience in working on consumer protection programs for children and youth. These activities are supported by the East East Program which provides support to regional projects. Budget: EUR 9,466.00. [The project was also allocated EUR 2,234.00 from the Education Reform Program, its total budget EUR 11,700.00.]

3. Contribution to Strengthening Civil Society Influence on Decision Makers in the Aim of Quality    Implementation of the National Plan for Integration (NPI)

  • EU Matrix - Monitoring NPI Implementation, Phase I; Applicant: European Movement in Montenegro. The project responds to the requirements faced by Montenegro in the process of European integration: stronger civil society involvement in monitoring the implementation of the National Program for Integration (NPI) and stronger participation in policy making and generation of recommendations for improved implementation. The European Movement in Montenegro is working on setting up and developing a system for continuous NPI monitoring, which implies that civil society organizations focus on certain areas failing to show the anticipated progress. The project envisages creation of an NGO network (coalition) Euroblok, initially gathering the European Movement, Monitoring Center and Alternative Institute, to be joined by other renowned NGOs. The project EU Matrix commenced in 2008 with FOSI ROM support. Budget: EUR 14,418.00. [The project was allocated EUR 15,000.00 from the PALG Program, with EUR 226 left from preparatory phase of the project, its total budget EUR 29,644.00.]

  • Towards Schengen White List - Monitoring the Roadmap; Applicant: Center for Democracy and Human Rights – CEDEM, Podgorica. This project is a component of the project Towards Schengen White List - Monitoring the Roadmap: Western Balkans Response, supported by East East: Partnership Beyond Borders Program. CEDEM is implementing the project together with the partner organizations from the region (Serbia, Albania, Macedonia and Bosnia and Herzegovina).  FOSI ROM is funding a two-day round table on EU visa liberalization for Montenegro and the development of a National Report proposing actions for implementation of policies (policy paper) in order for Montenegro to be included in the EU Schengen White List. The round table is to gather representatives of relevant international organizations, state authorities and organizations, international and local NGOs and foundations, and major political parties. Conclusions from the round table will be delivered to the President, Prime Minister and Speaker of the Parliament. Budget: EUR 9,975.00.

LAW PROGRAM

In 2009, the Law Program focused on improved civil monitoring of respect for human and minority rights and further monitoring of implementation of national politics in the domain of fight against corruption.  We also worked to include all relevant stakeholders in the comprehensive and coordinated activities to empower minority groups to recognize their potential and rights and undertake constructive action in their respective communities. Beneficiaries of last year’s program intended to build NGO capacities in the domain of reporting/monitoring of human and minority rights implemented several monitoring projects that were important from the perspective of advocacy, for the benefit of adequate implementation of the legal framework for protection of human and minority rights in Montenegro. Finally, we supported initiation of a public debate in Montenegro on the position and rights of sexual minorities, by supporting the conference on sexual minorities’ rights in the Balkans - the first conference of this kind to take place in the region.

 

We continued to support local NGOs with the aim of further monitoring of political party financing and further promotion of free access to information as an important anti-corruption mechanism. In recognition of the importance of this issue (as an important aspect of the pre-accession process, but also a long-term factor of legal stability and overall democratization process), we resumed our partnership with NGOs aimed at  monitoring the transparency in the domain of political party financing and implementation of the Law on Free Access to Information at the local level.

 

Within the scope of the  given priorities, the Foundation supported the following projects in 2009:

 

1. Strengthening Civil Society Influence on Policies Concerning Human and Minority Rights

  • Monitoring the Implementation of the Right of Minority Groups to Information in their Mother Tongues; Applicant: NGO Youth Initiative for Human Rights, Podgorica. The project assessed implementation of international standards and national regulations concerning the minority right to information in their mother tongue. Youth Initiative for Human Rights carried out the project in 2009, covering five municipalities with significant share of minority population. Their activists monitored the information in minority languages and the share of programs presenting their life, culture and tradition at all levels of the public media service, local to national. The findings were published and will serve to plan future activities in this field. [The project was allocated EUR 7,381.13 from the PALG Program, its total budget EUR 14,740.00.]

  • Monitoring Minority Right to Employment in Public Institutions; Applicant: Youth Initiative for Human Rights, Podgorica. The project included surveys intended to show the extent of the exercise of minorities' right to employment in the public administration in Montenegro. Analysis of the existing legislative framework and local and international regulations provided an overview of the situation that generated recommendations for amending the legislation. In addition, the Youth Initiative for Human Rights organized quantitative and qualitative analyses of members of minorities working in public administration, both at the national (ministries, administrations, directorates, and agencies) and local level (branch offices, bureaus, departments etc.). The survey included around fifty institutions; four municipalities where minorities constitute the biggest share of population served as the sample for monitoring at the local level (Ulcinj, Rožaje, Kotor and Pljevlja). Budget: EUR 9,450.00. [The project was also allocated EUR 5,498.00 from the PALG Program, its total budget EUR 14,948.00.]

  • Study on the Mechanisms to Oversee the Implementation of Human Rights in Montenegro; Applicant: Association of NGOs Libertask, Podgorica. The project informed all the stakeholders about the existing mechanisms for implementation of human rights in Montenegro and the possibilities for their improvement. Libertask organized focus groups to identify the problems related to the approach to reporting on minority rights in state institutions and the NGO sector. In addition, a round table was organized for representatives of target groups, who provided comments and recommendations concerning the first draft of the study. The findings were published in the study Mechanisms to Monitor the Implementation of Human Rights in Montenegro. The project contributed to participation of all relevant agents in empowering minority groups to develop their potential and take constructive action in their communities. Budget: EUR 11,288.50.

  • Integration of Minorities in the Montenegrin Society; Applicant: NGO Nansen Dialog Center, Montenegro. The original project was approved in 2008; the additional amount for its implementation was approved in February 2009. Budget: EUR 4,352.63.

  • Conference: Justice in the Balkans: Equality for Sexual Minorities; Applicant: DAAD Montenegro Alumni Club. The project included organization of an international academic conference that indicated the measures to be taken in the Western Balkans to implement the international standards concerning the rights related to sexual orientation and human rights in general. The conference was supported by: Lund University - Department of Sociology of Law, Sweden; Williams Institute - UCLA School of Law, Los Angeles, USA; German Academic Exchange Service - DAAD, Germany, and the Ministry for the Protection of Human and Minority Rights of Montenegro. The conference was held at the Faculty of Political Science. Budget: EUR 9,942.30.

  • Establishing a Quality System to Protect Women Victims of Violence through Effective Application of Article 220 of of the Criminal Code; Applicant: SOS Phone for Women and Children Victims of Violence, Podgorica. The project includes comprehensive monitoring of application of Article 220 of the Criminal Code of Montenegro, which defines family violence as a criminal offence. Experience of the SOS Phone activists indicates the need for positive legislation, better enforcement of the given Article, more efficient sanctioning of perpetrators and better treatment of at risk individuals in institutions. The project includes a detailed analysis of legislation and international legal standards on protection from family violence and assesses the ways these are addressed by the social services, police, judiciary and NGOs. The findings will be published as a separate publication, to be delivered to all institutions relevant for consistent enforcement of Article 220. Budget: EUR 14,385.30. [The project was allocated EUR 10,000.00 from the Women's Program, its total budget EUR 24,385.30]

  • My Life; Applicant: Montenegro Media Institute, Podgorica. The project refers to the TV program from the series My life, devoted to socially vulnerable groups. The program "Ordinary people’s lives in unusual circumstances" presented three young people living full and active lives despite their physical disabilities - Marijana Mugoša and Goran Macanović are blind, while their friend Zoran is in wheelchair. The program aimed to highlight universal moral values such as tolerance, solidarity, humanity and courage, and to encourage the public to accept people with disabilities without discrimination or prejudice, with full respect for human rights. Budget: EUR 3,403.50. [The project was allocated EUR 3,403.50 from the European Program, its total budget EUR 5,403.50]

2. Effective Implementation of Anti-corruption Policies

  • Free Access to Information on Local Government Performance in 2009; Applicant: NGO MANS, Podgorica. MANS designed this follow-up to the project Free Access to Information on the Work of Local Government,  for the purpose of further structuring the existing databases on the work of local authorities. Citizens in Bar, Tivat, Cetinje, Danilovgrad, Nikšić, Pljevlja, Berane, Žabljak, Rožaje, Kolašin, Mojkovac, Plav, Plužine and Šavnik received more detailed overview of key information concerning the organization, performance and operation of local authorities.  In the municipalities of Budva, Kotor, Herceg Novi, Ulcinj, Bijelo Polje and Podgorica such information, already collected and organized, is regularly updated and completed based on additional requests for access to information and responses to such requests. The project encourages local authorities to post all information of importance for the general public on their internet pages, so as to enable concerned citizens to access information without having to file a request. Budget: EUR 12,840. [The project was allocated EUR 1,000.00 by the PALG Program, its total budget EUR 13.840,00.]

  • Upgrading the System of Electoral Campaign Financing in Montenegro – Stage II; Applicant: NGO Monitoring Center, Podgorica. The project was implemented as Stage II of a previous project and was implemented from June to the end of 2009. It focused on: putting the regulations pertaining to the work of the National Electoral Commission in compliance with the international standards on control over political party finance; better efficiency in combatting misuse of state resources; support to the NEC in implementing the measures from the revised Action Plan to Fight Corruption and Organized Crime and meeting possible new obligations; ensuring more efficiency in implementing the provisions from the Law on Financing of Political Parties. The project represented the Foundation’s continued support to CEMI’s activities in the area of improving transparency and poltiical accountability in political party finance in Montenegro carried out in 2004, 2005, 2006, 2007 and 2008. Budget: EUR 11,747.53. [The project was allocated EUR 11,747.53 by the network Human Rights Governance Grants Program, its total budget EUR 23,495.06.]

  • Monitoring Potential Misuse of Administrative Resources in the 2009 Election Campaign; Applicant: NGO Monitoring Center, Podgorica. Within the project Upgrading the System for Election Campaign Financing in Montenegro, CEMI developed a specific methodology for monitoring misuse of administrative resources in the election processes. The methodology was applied for the first time for the purpose of monitoring the campaign for the March 2009 parliamentary elections. Results of the monitoring were presented in the Report issued in 200 copies and distributed to all the participants in the election process. The Report was presented at a press conference, which concluded the project. Budget: EUR 8,185.50.

  • Engagement of Marijana Trivunović as Consultant Tasked with Analysis of Current Legislative Framework for Implementation of Anti-corruption Policies in Montenegro (in-house project) The project refers to engagement of Marijana Trivunović, consultant involved in anti-corruption issues, studies, analyses, methodologies for identification, as well as legal, institutional and educational measures for suppressing corruption. The consultant’s success in her work as consultant to CEMI recommended her for this task, as she helped this NGO define the course of action in the domain of financing of political parties; the activity in question was supported by FOSI ROM. Mrs. Trivunović helped FOSI ROM analyze the current situation with regard to anti-corruption in Montenegro and identify future courses of action. Budget: EUR 3,608.51.

  • Internet Presentation of the Law on Free Access to Information; Applicant: Montenegro Media Institute, Podgorica.  

  • The project aimed to encourage citizens to exercise the right to free access to information held by national and local authorities and government institutions. The Law on Free Access to Information was promoted by means of the blog Be Free, Get Access to Information on www.pcnen.com (Montenegro’s First Independent E-Magazine). Within the preparatory activities for starting this thematic blog, Montenegro Media Institute organized three-day training on blogging ethics for young journalists, NGO activists and representatives of state authorities. The project included four introductory blogs on free access to information written by one journalist, civil sector activists and representatives of state authorities already working on promoting this Law. Budget: EUR 2,637.00.

Total budget for projects within the Law Program in 2009 was EUR 109,543.67; FOSI ROM allocated EUR 97,796.14, while the network Human Rights and Governance Grants Program, Budapest allocated EUR 11,747.53.

PUBLIC ADMINISTRATION AND LOCAL GOVERNMENT PROGRAM

 

Program Coordinator: Bego Begu

 

Based on the principle of decentralization and professionalization of public administration and local government, and promotion of active involvement of citizens in decision making, PALG Program defined the following strategic priorities for 2009: 1) improving the efficiency and effectiveness of service provision at the national and local levels; and 2) increasing the transparency and accountability of national and local institutions.

Last year was marked by a number of activities that helped enhance the knowledge and skills of civil servants working in public administration and local government with a view to increasing the number of educated and trained staff as the main pillar of reform and integration processes. Special emphasis was given to the projects aimed to introduce representatives of state and local institutions with the EU structure and standards and the European integration process, with particular focus on accessing the EU pre-accession funds.

In addition to strengthening the capacities of public and local institutions, special attention was devoted to activities aimed to enhance civil society influence in the development of public policies concerning minority rights and environment protection. Adoption of local action plans and promotion of initiatives in the given areas provide a sound basis for the exercise of minority rights as well as for improvement of environment condition and life in local communities.

Monitoring of implementation of the European standards in the field of free access to information, minority rights to employment and right to information in the mother tongue were also important segments of our activities. Analysis of the condition and recommendations generated by these projects will provide the basis for our further activities in these fields. Special attention is devoted to preparations for comprehensive civil society monitoring of implementation of the National Plan for Integration. 

 

Within the scope of the given priorities, the Foundation supported the following projects in 2009:

 

1. Strengthening the Capacities of Public Administration and Local Government

  • Improving the Efficiency of National and Local Institutions, Phase I: Publication on the Business Environment in Montenegro; (in-house project) The project covered the inital phase of developing a publication that provided a critical review of the legislative framework from the perspective of free entrepreneurship and European standards and a survey on institutional and legislative practices concerning entrepreneurship initiatives at the national and local levels. The publication included an overview of business environment in the municipalities of Podgorica, Tivat and Žabljak, recommendations for improving business and an appendix for foreign investors. Budget: EUR 8,353.02.

  • Citizen Bureau in Andrijevica; (in-house project) The Municipality of Andrijevica secured the premises for the Citizen Bureau. The project provided a one-stop shop for all certificates requested. The project included IT equipment and network, purchase and installation of document tracking software and staff training for operating the software. Bureau staff members attended training on client communication and were assisted by their colleagues from Pljevlja, who are experienced in running a Citizen Bureau. Budget: EUR 16,140.65.

  • Presentation of the Law on Prevention of Conflict of Interest for the Public Officials from Northern Municipalities; Applicant: NGO Bonum, Pljevlja. The project informed the public officials from northern Montenegrin municipalities about the Law on Prevention of Conflict of Interest, adopted in December 2008. Between June and August 2009, NGO Bonum organized  seminars for public officials from Pljevlja, Žabljak, Berane, Andrijevica, Bijelo Polje, Rožaje and Plav. The topics included:  the new Law, restrictions in the exercise of public function, receiving and reporting gifts, public procurement and conflict of interest and conducting the procedure before the Commission for Prevention of Conflict of Interest. The project also included a program titled "What is the Law on Conflict of Interest and How is it Applied?", broadcast on Pljevlja TV in June 2009. Budget: EUR 8,183.00.

  • Purchase of Computers for the New Employees of the NTS Unit of UMM Extension Services; Applicant: Union of Montenegrin Municipalities. The Government of Montenegro and the UMM Convention adopted the National Training Strategy for Local Government in Montenegro (NTS) and the Action Plan for its implementation in 2008. These documents envisaged establishment of an NTS Unit within the UMM Extension Services with four employees (one manager and three HR advisers). At the moment, UMM had the capacity to hire only two people and lacked the necessary tools for their work, which are secured through this grant. Budget: EUR 1,361.20. (Funds remained from the project Communal Police in My Municipality 2007.)

  • Better Management of IPA Fund in Western Balkan Countries; (in-house project) The project aimed to facilitate utilization of IPA funds (Instrument for Pre-Accession Assístance) intended for EU candidates and potential candidates. The activities envisaged within the project focus on the European Commission, which is in charge of managing the funds, and the potential beneficiaries in Montenegro. Research that employs a common methodology and dealt with the difficulties related to effective utilization of IPA funds is to be conducted in Albania, Bosnia and Herzegovina, Macedonia and Montenegro. Based on the findings, LGI (Local Government & Public Service Reform Initiative) and Open Society Institute-Brussels develop a document to be presented to the European Commission. The second part of the project includes publication of a manual on EU pre-accession assistance that should present this topic to the relevant parties in a user-friendly format. A special annex to the manual contains analysis of the need for training in public administration, local government and civil sector. Budget: EUR 1,361.20.

  • School of Democratic Leadership, VII Generation: Concluding Panel on the Perspectives of Montenegrin Political Scene; Applicant: Nansen Dialog Center – Montenegro. School of Democratic Leadership belongs to the Network of Schools of Political Studies under the auspices of the Council of Europe. The seventh generation of participants was composed of around thirty representatives of the parties represented in the Parliament working on the local level. The School, which consists of four  modules/seminars, is organized by the Nansen Dialog Center in cooperation with the international organizations present in Montenegro (OSCE, NDI, Council of Europe etc). FOSI-ROM granted support for the module on Decentralization, European Integrations and Gender Equality. The project included the one-day concluding panel, program evaluation and closing ceremony. The lecture at the panel was delivered by Srđan Darmanović, PhD, Dean of the Faculty of Political Sciences. Budget: EUR 4,104.42. (Funds remained from the School of Democratic Leadership, VII generation: Panel on Decentralization, European Integration and Gender Equality.)

  • School of Democratic Leadership, Generation VIII - Local Government: Challenges and Leadership; Applicant: Nansen Dialog Center Montenegro - NDC) School of Democratic Leadership belongs to the Network of Political Studies Schools under the auspices of the Council of Europe. It consisted of six modules/seminars and was organized by the NDC in cooperation with the international organizations present in Montenegro. FOSI ROM supported the module on Local Government: Challenges and Leadership. The three-day panel covered the following topics: Decentralization principles in line with the European practice and Strengthening leadership skills through capacity development criteria. The program was attended by around thirty participants - local level representatives of all parliamentary parties, leaders from the non-governmental sector and trade union and journalists from the most renowned media. Budget: EUR 11,094.

  • Reporting on Montenegro’s European Integration IV; Applicant: Center for Euro-Atlantic Policies - CEAP. The Center for Euro-Atlantic Policies (CEAP) posts, on a daily basis, articles by Montenegrin journalists and translations of articles from the European media on European integration issues on the portal European Reporter. At this stage of the project, by mid-2010, special attention is paid to public administration and local government issues in the process of European integration of Montenegro and the region. The articles analyze the situation in the public administration and specific local governments from the perspective of their capacity to implement the policies concerning EU accession and to use EU funds. They also present comparative experiences of the countries that are already well on the road to the EU and the new EU member countries. The project was a continuation of the ones previously supported in 2008 and 2009. Budget: EUR 11,496. [The project was also allocated EUR 2,564.00 from the European Program, its total budget EUR 14,060.00.]

2. Strengthening Civil Society Influence on Local and Public Policies

  • Adoption of Local Action Plan for Roma Inclusion in the Municipality of Herceg  Novi 2010-2015; Applicant: NGO Young Roma, Herceg Novi) The project served the purpose of adoption of the Local Action Plan for Roma Inclusion in Herceg Novi. The first step was a survey among Roma households and development of a situation assessment. Based on the findings, the expert team drafted the document, helped by activists of NGO Početak and Social Welfare Center from Nikšić, already experienced in developing a local plan adopted by their municipality. The project included a round table to present and finalize the Plan; at the end of 2009, the document was included in the procedure for adoption by the Town Council. Project activities were coordinated by the NGO Young Roma. Budget: EUR 1,000.00. [The project was allocated EUR 9,566.00 from FOSI ROM’s Roma Program, its total budget EUR 10,566.00]

  • Promotion of the Local Action Plan for RAE 2008-2015 for the Municipality of Nikšić – Examples of Good Practice; Applicant: NGO Coalition Roma Circle, Podgorica. The Municipality of Nikšić was the first local government that adopted (in cooperation with NGO Početak) and started implementing the Local Action Plan for Roma for 2008-2015. By promoting the Local Action Plan, the Roma Circle Coalition aimed to motivate the donors to support the envisaged activities and at the same time encourage Roma NGOs to launch similar initiatives in their respective municipalities. To this end, the round table in Nikšić gathered representatives of local governments, donors (international organizations and embassies) and Roma NGOs. The meeting generated conclusions and recommendations regarding further implementation of local and national policies on RAE, which were forwarded to all relevant institutions.   • Development and Adoption of the Local Action Plan for the Inclusion of Roma, Egyptians and Ashkalia in Tivat and Kotor 2011-2015; Applicant: NGO Young Roma, Herceg Novi. The project should result in the adoption of the 2011-2015 Local Action Plan for Tivat and Kotor. The initial step within the project is a survey of Roma households and development of a situation analysis. Based on these findings, the expert team will make a draft LAP. The intersectoral team includes representatives of the two municipalities, local offices of the Ministry of Interior, Employment Office, social welfare centers, elementary schools, health care institutions and the NGO Young Roma. The project includes a round table discussion on the LAP, and LAP publication following its adoption. Adoption of Local Action Plans to improve the situation of RAE represents concrete implementation of the national policies concerning Roma. Budget: EUR 1,085.00. [The project was allocated EUR 14,355.00 from the Roma Program, its total budget EUR 15,440.00]

  • Cooperation to Protect the Cijevna Basin; Applicant: NGO Green Home, Podgorica. The project included activities that strengthen the cooperation of local governments, citizens and NGOs in protecting the ecological and biological resources of the Cijevna Canyon, and initiatives for development of sustainable tourism.  The activities served to support the initiative of the Institute for Nature Protection to proclaim the Cijevna Canyon a protected area (natural monument). The project relied on the recommendations from the study Sustainable Development of the Cijevna Basin. The study identified the potentials of this border region and recommendations for sustainable development and sustainable tourism that would improve the economic situation and keep the rural population. Budget: EUR 13,963.00.

3. Monitoring the Implementation of EU Standards

  • Free Access to Information on Local Government Performance in 2009; Applicant: NGO MANS, Podgorica. MANS designed this follow-up to the project Free Access to Information on the Work of Local Government for the purpose of further work on structuring the existing databases on the work of local authorities. Citizens in Bar, Tivat, Cetinje, Danilovgrad, Nikšić, Pljevlja, Berane, Žabljak, Rožaje, Kolašin, Mojkovac, Plav, Plužine and Šavnik received more details on the core information concerning the organization, performance and operation of local authorities.  In the municipalities of Budva, Kotor, Herceg Novi, Ulcinj, Bijelo Polje and Podgorica such information, already collected and organized, is regularly updated and completed, within the follow-up project, based on additional requests for access to information and responses to such requests. The project encourages local authorities to post all information of importance for the general public on their internet pages, so as to enable concerned citizens to access information without having to file a request. Budget: EUR 1,000.00. [The project was allocated EUR 12,840.00 from the Law Program, its total budget EUR 13,840.00.]

  • Monitoring the Implementation of the Right of Minority Groups to Information in their Mother Tongues; Applicant: Youth Initiative for Human Rights, Podgorica. The project assessed implementation of international standards and national regulations concerning the minority right to information in their mother tongue. Youth Initiative for Human Rights carried out the project in 2009, covering five municipalities with significant share of minority population. Their activists monitored the information in minority languages and the share of programs presenting their life, culture and tradition at all levels of the public media service, local to national. The findings were published and will serve to plan future activites in this field. Budget: EUR 7,381.13. [The project was allocated EUR 7,358.87 from the Law Program, its total budget EUR 14,740.00.]

  • Monitoring Minority Right to Employment in Public Institutions; Applicant: Youth Initiative for Human Rights, Podgorica. The project included surveys intended to show the extent of the exercise of minorities' right to employment in the public administration in Montenegro. Analysis of the existing legislative framework and local and international regulations provided an overview of the situation that generated recommendations for amending the legislation. In addition, the Youth Initiative for Human Rights organized quantitative and qualitative analyses of members of minorities working in public administration, both at the national (ministries, administrations, directorates, agencies) and local level (branch offices, bureaues, departments etc.). The survey included around fifty institutions; four municipalitis where minorities constitute the biggest share of the population served as the sample for monitoring at the local level (Ulcinj, Rožaje, Kotor and Pljevlja). Budget: EUR 5,498.00. [The project was allocated EUR 9,450.00 from the Law Program, its total budget EUR 14,948.00.]

  • EU Matrix - Monitoring NPI Implementation, Phase I; Applicant: European Movement in Montenegro. The project responds to the requirements faced by Montenegro in the process of European integration: stronger civil society involvement in monitoring the implementation of the National Program for Integration (NPI) and stronger participation in policy making and generation of recommendations for improved implementation. The European Movement in Montenegro is working on setting up and developing a system for continuous NPI monitoring, which implies that civil society organizations focus on certain areas failing to show the anticipated progress. The project envisaged creation of an NGO network (coalition) Euroblok, initially gathering the European Movement, Monitoring Center and Alternative Institute, to be joined by other renowned NGOs. The project EU Matrix commenced in 2008 with FOSI ROM support. Budget: EUR 15,000.00. [The project was allocated EUR 14,644.00 from the European Program, with EUR 226.00 left from preparatory phase of the project, its total budget EUR 29,644.00.]

Total budget for projects implemented within the PALG Program in 2009 was EUR 110,621.82; FOSI ROM allocated EUR 54,956.15, while network OSI/LGI Program allocated EUR 55,665.67.

ROMA PROGRAM

In line with the identified strategic commitments within the Roma Program, in 2009 we resumed the activities focused on social integration of RAE. We supported projects which promote their culture and identity and aim to establish a more tolerant attitude of the public and better understanding of specific characteristics of Roma identity and the burden of their social exclusion. Supported by OSI Roma Initiatives Office, Budapest, further institutional support was provided to the Roma NGO coalition "Roma Circle" for the purpose of facilitating their more efficient monitoring of government policies concerning RAE. With FOSI ROM support, the coalition presented its first independent report - result of a 12-month monitoring of implementation of the National Strategy for Improvement of the Situation of RAE in Montenegro – which highlighted the need to intensify efforts to solve the issue of personal documents for Roma, as well as the need for further decentralization of National Strategy implementation through adoption of local action plans for RAE. Aware of the need to develop local mechanisms for improving the situation of RAE and raising the awareness concerning Roma issues among local actors, we supported development of local action plans in Herceg Novi, Tivat and Kotor and a situation analysis which precedes local action plan adoption in Berane. Finally, we continued close cooperation with other donors in Montenegro in the area of fighting prejudice and ethnic distance towards RAE. In cooperation with OSI Roma Initiatives Office, Budapest and the Delegation of European Commission in Montenegro, we initiated dialogue between EU government representatives and local actors on specific EU policies on the modality of their participation in articulating such policies.

 

Within the scope of the given priorities, the Foundation supported the following projects in 2009:

 

1. Decentralized Implementation of National Policies Concerning Various Aspects of the Process of RAE inclusion

  • Adoption of Local Action Plan for Roma Inclusion in the Municipality of Herceg Novi 2010-2015; Applicant: NGO Young Roma, Herceg Novi. The project served the purpose of adoption of the Local Action Plan for Roma Inclusion in Herceg Novi. The first step was a survey among Roma households and development of a situation assessment. Based on the findings, the expert team drafted the document, helped by activists of NGO Početak and Social Welfare Center from Nikšić, already experienced in developing a local plan adopted by their municipality. The project included a round table to present and finalize the Plan; at the end of 2009, the document was included in the procedure for adoption by the Town Council. Project activities were coordinated by the NGO Young Roma. Budget: EUR 9,566.00. [The project was allocated EUR 1,000 from FOSI ROM’s Public Administration and Local Government Program, its total budget EUR 10,566]

  • Promotion of the Local Action Plan for RAE 2008-2015 for the Municipality of Nikšić – Example of Good Practice; Applicant: NGO Coalition Roma Circle, Podgorica. The Municipality of Nikšić was the first local government that adopted (in cooperation with NGO Početak) and started implementing the Local Action Plan for Roma for 2008-2015. By promoting the Local Action Plan, the Roma Circle Coalition aimed to motivate the donors to support the envisaged activities and at the same time encourage Roma NGOs to launch similar initiatives in their respective municipalities. To this end, the round table in Nikšić gathered representatives of local governments, donors (international organizations and embassies) and Roma NGOs. The meeting generated conclusions and recommendations regarding further implementation of local and national policies on RAE, which were forwarded to all relevant institutions.   • Database for the Local Action Plan for Roma in Berane; Applicant: NGO Step towards Success, Berane. Initial activities of this recently established NGO were devoted to setting up a database on Roma in Berane. The data will serve as the basis for development of the Local Action Plan for RAE living in this municipality. Together with the Social Welfare Center, a survey was be conducted which used the same methodology as in the course of development of the Local Action Plan in Nikšić. Activists from Berane were assisted by the NGO Enfants from Rožaje. Budget: EUR 1,450.00.

2. Support to Further Integration of RAE in Montenegro

  • Empowering Roma Women Locally: Raising the Awareness Concerning Legal Rights; Applicant: NGO Center for Roma Initiatives, Nikšić. The project included five thematic workshops for girls and women in Roma settlements in Nikšić, Podgorica,  Berane, Ulcinj and Cetinje (25 workshops in total) between May and September 2009. Workshop presenters were representatives of institutions concerned with the following identified issues: family allowance, exercising the right to work, access to health care, importance of education, legal issues concerning personal documents, entry into birth registers etc. By supporting this project, FOSI ROM assisted the role of Roma women in improving the situation of their families and communities. Budget:  EUR 9,779.80.

  • Workshops on Health and Hygiene and Psychosocial Workshops for RAE Women in Berane; Applicant: NGO Step towards Success, Berane. The project included 12 workshops (two workshops per month over a period of six months) in the communities of Talum, Riverside and Petnica, for a group of 60 Roma women aged 14 - 50. Topics such as: contagious diseases, antisocial behaviour, domestic hygiene, health care and health insurance, nutrition, upbringing of children, family, etc. will be discussed by the gynecologist and pediatrician from the local Health Center, a sociologist, education specialist and legal professional. Budget: EUR 1,861.80.

  • Youth and Social Integration of RAE in Montenegro; Applicant: NGO Coalition Roma Circle, Podgorica. The project activities targeted 120 Roma aged 15-28 living in Podgorica, Nikšić, Herceg Novi, Ulcinj and Berane. The NGO Roma Circle organized workshops and focus groups with them; their responses and messages will serve to develop the report and brochure The Role of Youth in the Social Integration of RAE. The project aimed to help better articulate the specific problems of young RAE for the purpose of improving the overall situation of Roma in Montenegro. Budget: EUR 9,910.

Total budget for the projects implemented within ROMA Program in 2009 was EUR 49,922.60.

WOMEN’S PROGRAM

The main goals of the Women's Program are promotion of women's rights and improvement of women's position by means of education and research initiatives and projects that ensure development and mainstreaming of gender sensitive policies.

 

In 2009 we supported several major initiatives, the most prominent of which was analysis of implementation of Article 220 of the Criminal Code and of regulations and international legal standards in the area of protection from family violence by social services, police, judiciary and NGOs. The project that was implemented in Pljevlja aimed at enabling equal access to health care for women with disabilities in the northern region of Montenegro. An e-magazine was set up that covers issues relevant for the position of women nationally and globally. Educational  component of Women's Program featured a project aimed to develop and publish the first history reader on women in Montenegro, along  with design and delivery of workshops on sexual and  reproductive health in several high schools.

 

The Foundation supported the following projects in 2009:

  • Establishing a Quality System to Protect Women Victims of Violence through Effective Application of Article 220 of of the Criminal Code; Applicant: SOS Phone for Women and Children Victims of Violence, Podgorica. The project includes comprehensive monitoring of application of Article 220 of the Criminal Code of Montenegro, which defines family violence as a criminal offence. Experience of the SOS Phone activists indicates the need for positive legislation, better enforcement of the given Article, more efficient sanctioning of perpetrators and better treatment of at risk individuals in institutions. The project includes a detailed analysis of legislation and international legal standards on protection from family violence and assesses the ways these are addressed by the social services, police, judiciary and NGOs. The findings will be published as a separate publication, to be delivered to all institutions relevant for consistent enforcement of Article 220. Budget: EUR 10,000.00. [The project was allocated EUR 14,385.30 from the Law Program, its total budget EUR 24,385.30]

  • Sexual and Reproductive Health as Compulsory Contents in Psychology, Biology and Civil Education; Applicant: NGO Safe Women’s House. The project was a follow-up to preparation of the Handbook on Reproductive and Sexual Health and Distribution of the Handbook in Secondary Schools and Universities in Montenegro and Printing the Handbook in Albanian. According to BES findings, the Handbook can serve as the starting point and reference for introducing sexual education in the educational system. The project included design and delivery of workshops to be conducted in secondary schools in the format of compulsory elective contents (study groups), as envisaged by law. Workshops were organized in secondary schools in Podgorica, Danilovgrad and Kotor within the subjects of Biology, Psychology and Civil Education. The experience based on project implementation in the three given schools served to set up guidelines for introducing the subject of Sexual and Reproductive Education. Budget: EUR 6,614.70.

  • History Reader: Montenegrin Women; Applicant: NGO NOVA Feminist Culture Center. The project includes preparation, writing and publication of the first history reader on Montenegrin women. Based on the documents available, experts will write introductions to the following sections: Women in the Public Sphere; Women in the Private Sphere; Constructing Femininity. The sections will be set in broader historical and ideological context. The book will be written in a popular student-friendly style. The aim is for this publication to contribute to introducing a gender perspective in the teaching of history in primary and secondary schools. Budget: EUR 9,512.

  • Initiative for Equal Opportunities in the Domain of Health Care; Applicant: NGO Association of Paraplegics, Pljevlja. The project contributed to health care services, especially in the area of reproductive health, provided to disabled women from the northern region of Montenegro. The Association of Paraplegics from Pljevlja launched the initiative to etsablish counselling service for this group of women and purchase a hydraulic Ob-Gyn table for the Pljevlja Health Center. They requested and received support of local and national institutions and the business sector. The porject included a gathering of disabled women from the northern region and two lectures on the importance of preserving reproductive health. The initiative came from the disabled women from Pljevlja, Žabljak and Bijelo Polje who attended the workshops organized within the Open Heart Project, where they identified difficult access to health care and lack of information on issues related to reproductive health as key problems. The project was also supported by the Government of Montenegro Gender Equality Office. Budget: EUR 5,773.00.

  • ANIMA – INDOK: 2009 E-Magazine; Applicant: NGO Anima – Center for Women’s and Peace Education. The electronic magazine informed about the novelties concerning local women’s NGOs and about regional and global issues of gender equality and human rights of marginalized groups. The project included preparation of the eighth issue of Pressjek, a magazine that reviews articles concerning women published in the Montenegrin press. The magazine assists the promotion of inclusive and gender-sensitive policies and awareness-raising efforts concerning the role of women’s NGOs. Budget: EUR 4,301.40.

Total budget for the activities within Women’s Program was EUR 36,201.10; FOSI ROM allocated EUR 29,993.10, while OSI International Women’s Program, New York allocated EUR 6,208.00.

EAST EAST PROGRAM

In implementing the regional network East East Program, in line with its mission, we worked to foster various forms of regional cooperation for the purpose of exchange of ideas, experience and expertise and encouraging open dialog on specific issues of importance for the society.

 

FOSI ROM enabled implementation of the following regional projects in Montenegro through this program in 2009:

  • Schengen White List/Western Balkan Response to Migration in the Context of EU Visa Liberalization; Applicant: NGO Center for Democracy and Human Rights. This is a regional project, implemented as a partnersship between five organizations from the region (Group 484, Belgrade, European Movement in Albania, Center for Research and Policy Making, Skoplje, The Association Alumni of the Centre for Interdisciplinary Postgraduate Studies, Sarajevo and CEDEM). The aim is development of national studies on implementation of European standards in the domain of migration, in the context of visa liberalization. East East Program will cover travel expenses for participants to enable them to attend the regional consultative meeting, regional training for journalists and final regional conference, when the studies will be presented. These events are project activities and enable exchange of ideas and a consultative process in the implementation of the project. Budget: EUR 1,738.00.

  • Regional Cooperation in the Domain of More Efficient Use of Energy and Renewable Energy Sources, Stage II: Conference on Regional Cooperation in the Domain of More Efficient Use of Energy and Renewable Energy Sources; Applicant: NGO Green Home, Podgorica. The project relies on the results of 2008 project implemented under the auspices of East East Program. Irt aims to promote alternative forms of energy and envisages a thre-day regional conference (followed by a one-day workshop) for representatives of partner organizations from the region. The project also includes publication of a guide on energy efficiency and use of solar energy. Budget: EUR 13,390.00.

  • Upgrading Child Protection in Montenegro, Stage II: Conference on Regional Experience in Protection and Work with Abused Children; Applicant: NGO Children First, Podgorica. The aim of the project is to organize a regional conference in September 2009 that would gather relevant experts on violence against children. The project is a result of the findings of 2008 project carried out by the same NGO, implemented through East East Program. During the project, there was a sharing of experience on the given subject matter with colleagues from Croatia. Partner organizations from the region participating in the initiative are: NGO Brave Phone from Croatia, SOS Line for Children from Serbia, Hi Neighbour from Bosnia and Herzegovina and Children's Embassy from Macedonia. Budget: EUR 10,960.00.     

  • Sustainable Rural Development Policies: Mechanisms for Countering the Impact of the Global Crisis; Applicant: NGO Green Home, Podgorica. Green Home is a partner in the regional project; their specific task is organization of a round table in Podgorica on the given topic, intended for students of sciences, represenatatives of relevant ministries and NGOs concerned with rural development. Budget: EUR 425.70.

  • Introduction of Consumer Protection in Elementary and Secondary Education - Survey and Recommendations; Applicant: NGO Center for Consumer Protection CEZAP, Podgorica. Initiated by CEZAP and the Consumer Organization of Macedonia, the project aims to inform relevant target groups (elementary school teachers, education specialists, parents, students etc.) about consumer rights within the regular curricula. The project envisages survey of the target group’s existing knowledge and understanding of consumer rights and a series of round tables involving experts from Montenegro and Macedonia, whose experience can provide guidance towards revision of existing curricula in Montenegro so that they include issues related to consumer protection rights. Budget: EUR 9,990.00.

  • Culture Lobby; Applicant: NGO ProStory, Podgorica. The project aims to communicate the attitudes of citizens of the Western Balkans on the course of  transition and accession to the EU, using audio and/or visual formats (book of photographs, website and GSM map), in partnership with organizations from the region that bring together artists of diverse background. The project gives visibility to the attitudes, ideas and aspirations of citizens who are directly affected by the transition; the publication will serve as an expression of creativity of artists from the region and an alternative resource on the culture of this part of Europe. Budget: EUR 3,805.00.

  • Corporate social responsibility in Montenegro and region - examples of good practice; Applicant: Center for Development of NGOs, Podgorica. The project aimed at promotion of corporate social responsibility on a regional level, by means of organizing a regional conference and testing of the initiative for establishment of a regional network of organizations that would deal with promotion of corporate social responsibility. Project also assumed preparation, printing and distribution of a publication "Development of corporate social responsibility in Montenegro and region - examples of good practice". Budget: EUR 10,035.00.

  • Efficient establishment and participatory management of sustainable youth centers in multicultural communities; Applicant: NGO Forum MNE – Youth and Non-Formal Education, Podgorica. The project includes organization of a preparatory meeting, seminars and the concluding conference for the project partners (from Albania, Kosovo, Serba, BiH and Macedonia), with the aim of networking between youth NGOs working in multicultural settings and exchange of their experiences/best practices in managing youth clubs/centers, with emphasis on volunteerism, motivation and organization of youth, and sustainability of youth clubs/centers. Budget: EUR 8,475.00.

East East Program enabled a number of Montenegrin experts to participate in the international events organized under its auspices:

EMERGENCY FUND TO MITIGATE THE EFFECTS OF THE ECONOMIC CRISIS AND RECESSION

 

The Emergency Fund to Mitigate the Effects of the Economic Crisis was created by the philanthropist George Soros in mid-2009 with the aim to assist the socially vulnerable groups in the Western Balkans, Eastern Europe and former Soviet Union (20 countries, including Montenegro) whose situation is aggravated by the ongoing economic crisis. The Fund functions independently from the regular programs of Soros foundations in the given countries. It  will be operational until the end of 2011 and will make available $100 million for projects in the given 20 countries.

Funding decisions are made by the National Soros Foundations for projects requiring up to $25,000 and by a subcommittee of the OSI International Advisory Board, Budapest for all grants above $25,000. The Board also issues final approval for grant allocation.

The Fund is targeted at assisting children and youth from socially vulnerable groups in meeting their health care, educational and social needs, and helping the protection of rights and retraining of the people who have lost their jobs. The Fund also supports projects concerning social activism and solidarity that promote open society values.

 

The following projects were supported by the Emergency Fund in 2009:

  • Purchase of bed linen for the camps and school kits for the children whose parents receive family cash benefit, children without parental care and children placed in foster families; (in-house project, with one part implemented in cooperation with the Ministry of Labor and Social Welfare) The "Lovćen-Bećići" institution for leisure and recreation of children hosts children whose parents are recipients of family cash benefit and children placed in foster families. The institution has  a resort at Ivanova korita for children from the coastal region and another one in Rafailovići for children from the rest of the country. 210 sets of bed linen for these two resorts were purchased from the Titex factory  in July 2009. Before the beginning of the school year, all children placed in foster families in Montenegro (296 of them) were provided school kits (purchased from the Textbook Department bookstore in Podgorica). Individual sets cost EUR15.54 and were distributed at local Social Welfare Centers. Budget: EUR 9,530.06. [Part II of the project was implemented in cooperation with the Ministry of Labor and Social Welfare.]

  • One-time allowance for students - children placed in foster families in Montenegro; (in-house project implemented in cooperation with the Ministry of Labor and Social Welfare) The number of students placed in foster families in Montenegro is 31. They received one-time allowance in the amount of EUR 500. The allowance was granted to an additional beneficiary - a young man (living in a foster family) who has completed training for a craft and is taking  additional exams to qualify for the occupation of transport technician. Budget: EUR 16,000.00.

  • Purchase of hearing aid batteries for the members of the Organization of Deaf and Hard of Hearing Persons  of Berane, Rožaje, Plav and Andrijevica who are in the state of social need; (in-house project) Batteries for the hearing aids were purchased for the Organization of Deaf nad Hard of Hearing  Persons that covers the municipalities of Berane, Rozaje, Plav and Andrijevica. They were delivered to the 17 members who are in the state of social need in October 2009. The Organization gathers 1,100 members. An individual hearing aid requires 30 batteries per year, while an implant requires 72. Two members, children from Rozaje and Berane, have implants. Budget: EUR 594.00.

  • Assistance to single mothers from Pljevlja; Applicant: NGO Association of Paraplegics, Pljevlja; project implemented in cooperation with the Ministry of Labor and Social Welfare. One-time assistance – packets containing hygiene and food products for seventy single mothers - was distributed in Pljevlja. The initiative came from the local Social Welfare Center. The Association of Paraplegics organized the  purchase and transport to the Center, and, together with the Center, distributed the packets in December 2009. Budget: EUR 17,441.00

  • Strengthening the capacities of Roma women - the perspective for the operation of the women’s cooperative "Rukatnice", Niksic; Applicant: NGO SOS Phone, Niksic. The first Roma women's cooperative "Rukatnice" from Nikšić received new equipment - three sewing machines for the sewing workshop and equipment for the hair salon - in December 2009. NGO SOS Phone, Niksic helps with the organization of the sewing and hairdressing businesses, provides administrative and logistic assistance in the activities required for the cooperative to function as a legal entity, and contributes to the promotion of their services. The NGO initiated the cooperative in partnership with the UNDP. Budget: EUR 17,155.00.

  • Our ID card - Center for Vocational Training and Employment of Persons with Disabilites; Applicant: NGO New Chance in Novi, Herceg Novi. Machines, furniture and supplies were provided for the digital printing press in Herceg Novi that serves to train and employ persons with disabilities. The project covers the costs of the coordinator of this protected workshop that will hire disabled people with retained working ability and people whose education was neglected. The establishment of the workshop was initiated by the NGO New Chance in Novi; in addition to FOSI ROM, the project is supported by the NF/fAKT, Municipality of Herceg Hovi, Employment Office, Parliament of Montenegro, Radio Herceg Novi, MBC TV and local business sector. Budget: EUR 12,998.00.

CAPACITY DEVELOPMENT PROGRAM (CDP)

 

Capacity Development Program - CDP is a partnership program of the Government of Montenegro, UNDP and FOSI ROM. It was established in 2003, with a mission to contribute to the development of institutional and administrative capacities of Montenegro for the European integration process. The budget for Phase I (2003-2006) was provided by the three partners, together with bilateral donors. The program paper that marked the beginning of Phase II was signed in January 2007. The activities envisaged for this Phase refer to developing the capacities of the Secretariat for European Integration, the Parliament and some ministries. The budget for Phase II was provided by UNDP and bilateral donors. Within this Phase, FOSI ROM support is provided through  participation in the strategic and executive bodies of CDP.

 

In 2009 CDP implemented the following projects:

 

1. Strengthening the capacities of the Ministry of Foreign Affairs to better respond to national priorities of Montenegro in the process of European Integration (2009 - 2011) financed by the Government of Norway: USD 600,000. 
 

2. Strengthening the capacities of the Ministry for European Integration, funded by UNDP and the EC. The amount of USD 300,000 was allocated for project activities in 2009.

CDP hired one national consultant for the project. The project also encompassed the following activities:

  • Support in preparing the Government of Montenegro Answers to the EC Questionnaire.

  • Updating of the National Experts Database (which includes 189 experts and is available at: http://www.me-expert.org/cdp/default.aspx.

  • Support to the Ministry of European Integration and other institutions for annual programming process for the National IPA 2010. Thanks to this support all the project documents (project fiches) for the National IPA program for 2010 were timely prepared.

  • Support to the Human Resources Management Authority in the development of the Action Plan for implementation of the Strategy of training of civil servants, as well as costing of all the activities from the Action Plan.

3. Assessment and Monitoring of the State of Governance in the Context of European Integration in Montenegro (2008-2009). Budget funded by UNDP: USD 170,000.00.

 

4. Support to capacity development of the Ministry of Finance for effective of public finance management in accordance with the objectives of sustainable development and integration into the European Union (2009-2011), financed by the Government of the Netherlands: USD 1,000,000.00.

5. C
DP paid special attention to further development of strategic partnerships with the EC Delegation to Montenegro. The result of this partnership is a new CDP project dedicated to the preparation of concrete project fiches for the National IPA for 2011, as well as increasing the overall capacity of the state administration for the programming and implementation of IPA projects, especially those related to components III and IV of the IPA fund - Regional Development and Human Resource Development. This project will start in 2010 and will be financed by the European Union.
