CAPACITY DEVELOPMENT PROGRAM (CDP)
In early September 2003 the
Foundation Open Society Institute - Representative Office Montenegro,
the United Nations Development Programme (UNDP) and the Government of Montenegro have signed a Framework
Agreement on Capacity Development Program for the public administration of
Montenegro. The Programme is in tune with the principles of the Strategy
for Public Administration Reform and the Strategy for Education Reform in
Montenegro and represents an auxiliary mechanism for accomplishing
institutional, as well as sectoral reform. It is the first programme of
the type where the Government is at the same time a partner, financial
contributor and beneficiary. The first phase involves three ministries – the Ministry
of Education and Science, the Ministry for International Economic
Relations and European Integration and the Ministry of Justice. In the
successive phase the Programme should expand to the Ministry of Finance,
too. There are also plans for activities conducive to the so-called
“horizontal coordination” of the Government aimed at developing
instruments and methodology improving inter-agency cooperation in
accordance with the requirements of Montenegro’s strategic orientation
towards Euro-Atlantic integrations. After the first year of its implementation the Programme was subjected to evaluation by an independent international expert, Mr. Richard Flaman, and was judged highly favorably in regard of achievement and management. The programme will be considered completed, as soon as the Government of Montenegro has sufficiently built its own capacity, and has progressed far enough with reform, to assume responsibility itself for continuation of a programme with similar objectives and using similar benchmarks.
