EDUCATION REFORM PROGRAM

PROGRAM ACTIVITIES 2002

 

 

In 2002 FOSI Representative Office Montenegro allocated a budget of 225 000 USD for the Education Reform Program. The budget was spent in total for the realization of numerous activities related to the education reform process. In December 2002, FOSI ROM provided an additional sum of 40 000 EUR for the development of human resources necessary for further implementation of the reform.

Total budget spent for the Education Reform Program in 2002 amount to 265 000 USD.

The following activities and projects were supported through the FOSI ROM Education Reform Program in 2002:

  • Pilot project in cooperation with the US Consulate in Podgorica on introduction of Civic Education in 33 primary schools in all Montenegrin municipalities,

  • Technical assistance to the Ministry of Education and Science through the engagement of Prof. Dr Slavko Gaber (Minster of Education, Science and Sport in the Government of the Republic of Slovenia), Prof. Dr Janko Mursak (Faculty of Philosophy, University of Ljubljana, Slovenia), and Ms. Ksenija Mihovir-Globokar (Director of the Legislation Office of the Government of Slovenia) as consultants in the finalization of new educational laws.

  • Technical assistance to the National Curriculum Council through the engagement of Dr Aril Thorbjornsen (President of the Norwegian Educational Council), Dr Alexandru Krisan (President of the Centre 2000+, Romania), Dr Lucy Jones (curriculum and teacher training expert, Scotland), and Mr. Miso Palandacic (Director of the Bureau for Educational Development). Also, Prof. Dr Ivan Svetlik (Faculty of Social Sciences, University of Ljubljana) was engaged as general consultant to the National Curriculum Council.

  • Technical assistance to the Department for Publishing Textbooks and Teaching Aids – Podgorica for a workshop of capacity building seminars through the engagement of Mr. Miha Kovac (University of Ljubljana, Slovenia), Ms. Suzana Duhovnik (Head of the Editorial Board of Mladinska Knjiga/Ljubljana), Prof. Dr Adrian Bullock (Oxford Brookes University, GB), and Dr Phil Cohen (World Bank expert)

  • Support to the Education Reform Coordination Team of the Ministry of Education and Science

  • Technical and financial support to the Council for the Revision of Curricula / Government of Montenegro

  • Technical and financial support to the MoES councils for drafting new educational legislation

  • Support to the Council for Revision of Curricula for conducting a survey on the attitudes and opinions of students, teachers, parents and social partners about the existing school curricula

  • Support for the study visit by curriculum commission members to the Ministry of Education, Science and Sport of the Republic of Slovenia, the Bureau for the Development of Education and other relevant educational institution.

  • Study visit of a group of school directors from Montenegro the Headmasters School in Slovenia

  • Support to the Department for Publishing Textbooks and Teaching Aids – Podgorica for the publication of new history textbooks for secondary education.

  • Support to the Pedagogical Centre of Montenegro (FOSI ROM Step-by-Step spin-off) for the publication of their educational magazine.
