1. Signing the document "Strengthening Capacities of the Ministry of Environmental Protection and Physical Planning to Deal with Problems of Environmental Management"

 

Representatives of the Montenegrin Ministry of  Environmental Protection and Physical Planning, UNDP and Dutch embassy in Belgrade signed in Podgorica, on September 15, 2005, the project document "Strengthening of Institutional Capacities of the Ministry of Environmental Protection and Physical Planning to Deal with Problems of Environmental Management ".

The project is expected to assist the Ministry in developing structures, strategies, staff and skills required to bring the legislation in this area into compliance with EU legislation and provide for its successful implementation. The value of the project is USD 462,507 and it is implemented with the financial support from the Government of the Kingdom of Holland, as part of the Capacity Development Program (CDP), a common project of the Government, Foundation Open Society Institute – Office in Montenegro and UNDP.
The capacity development program has so far supported the ministries – of justice, education and science, foreign economic relations and European integrations and finance.

1. Further activities under Public Administration Capacity Development Program

(Partnership program of GoM, Foundation and UNDP)          EUR 50,000

In early September 2003, FOSI ROM, United Nations Development Program (UNDP) and the Government of Montenegro signed a Framework Agreement on the Public Administration Capacity Development Program in Montenegro. The Program corresponds with the principles of the Public Administration Reform Strategy as well as Montenegro Education Reform Strategy and represents a supporting mechanism for the implementation of institutional reform and reform of the sector. The specific feature of this Program is in that the Government is at the same time the partner, investor and beneficiary of the Program.

In 2005, the Foundation, through CDP, continues to support Ministry of Education and Science, Ministry of Foreign Economic Relations and European Integrations and Ministry of Justice.

In addition, activities for strengthening of the Government capacity for the so-called horizontal coordination of activities are planned, with the objective to develop instruments and methods for the improvement of cooperation among the ministries, in accordance with requirements of the Montenegro’s strategic orientation to Euro-Atlantic integrations.

 

[The project is also financed from the Public Administration and Local Government Program with EUR 30,000, from the European Program with EUR 10,000 and from the Education Reform Program with EUR 10,000.]
