Capacity Development Program - CDP is a partnership program
of the Government of Montenegro, UNDP and FOSI ROM. It was established in
2003, with a mission to contribute to the development of institutional and
administrative capacities of Montenegro for the European integration
process. The budget for Phase I (2003-2006) was provided by the three
partners, together with bilateral donors. The program paper that marked the
beginning of Phase II was signed in January 2007. The activities envisaged
for this Phase refer to developing the capacities of the Secretariat for
European Integration, the Parliament and some ministries. The budget for
Phase II was provided by UNDP and bilateral donors. Within this Phase, FOSI
ROM support is reflected in participation in the strategic and executive
bodies of CDP.
In 2009 CDP implemented the following projects:
1. Strengthening capacities of the Ministry of Foreign Affairs to better
respond to national priorities of Montenegro in the process of European
Integration (2009 - 2011) financed by the Government of Norway: 600
000 USD. After execution of the previous project in MFA, CDP, based on
specific needs assessment, prepared a new project whose implementation
started at the end of 2009. The project aims to support the Ministry of
Foreign Affairs for the improvement of the capacity for operational
management and policy development for effective work of the Ministry in
accordance with foreign political priorities of the Government of Montenegro
and the requirements of the European Integration process.
2. Strengthening the capacities of the Ministry for European Integration,
funded by UNDP and the EC. In 2009 300 000 USD have been disbursed
for project activities. This project is the major mechanism of CDP
assistance and it is focused on providing support to the key government
institution responsible for European Integration - the Ministry of European
Integration, as well as to new structures for coordination of the process of
European Integration, i.e. the Commission for European Integration, Groups
for European Integration and the Commission for Coordination of the
Instrument for Pre-accession Assistance.
Project activities are focused on organizational
development and human resources, building relationships, providing training
and IT support. One national consultant is currently employed through the
project in the cabinet of the Minister for European Integration. The project
also encompassed the following activities:

Support in preparing the Answers to the Questionnaire
of the European Commission.

Innovation of the National Experts Database (the
database currently lists 189 experts, and is available at:
http://www.me-expert.org/cdp/default.aspx.

Support to the Ministry of European Integration and
other institutions for annual programming process for the National IPA
2010. Thanks to this support all the project documents (project fiche)
for the National IPA program for 2010 have been timely prepared.

Support to the Human Resources Management Authority in
the development of the Action Plan for implementation of the Strategy of
training of civil servants, as well as costing of all the activities
planned in this Action Plan.
3. Assessing and Monitoring the State of Governance in
the Context of European Integration in Montenegro (February
2008-December 2008). Budget: 170 000 USD. Source: UNDP. The project
focused on the establishment of a governance system indicators regarding the
political criteria for European Integration through facilitating cooperation
of the Government and civil society, as well as designing and piloting a
nationally owned methodology. Key activities of this project were conducted
in 2008, while during the 2009 the final report has been published and
public debate was organized. The report can be found on the web site of
UNDP.
4. Capacity development of the Ministry of Finance to effectively manage
public finances in accordance with the objectives of sustainable
development and integration into the European Union (2009-2011), financed by
the Government of the Netherlands: 1 000 000 USD. The ultimate goal
of the project includes improved institutional and administrative capacity
for financial analysis, management, policy development, dialogue and fiscal
planning. Project activities cover five areas: 1) Economic and fiscal
program, 2) Budget; 3) Taxes and customs duties, 4) Indicators of
international competitiveness, and 5) Insurance.
5. CDP has placed special attention to further development of strategic
partnerships with the EC Delegation to Montenegro. The result of this
partnership is a new CDP project dedicated to the preparation of concrete
project fiches for the National IPA for 2011, as well as increasing the
overall capacity of the state administration for the programming and
implementation of IPA projects, especially those related to components III
and IV of the IPA fund - Regional Development and Human Resource
Development. This project will be financed by the European Union and its
implementation is to start in 2010.
