1. Preparation and publishing of the study "Republic testing of educational achievements of students of the 3rd grade of elementary schools in mother tongue and mathematics"

The study Republic testing of educational achievements of students of the 3rd grade of elementary schools in mother tongue and mathematics is expected to present results of the testing conducted in 2005, which comprised 3,472 students (of which 292 are attending lessons taught in Albanian).

The results of the study, which represent a basis for the improvement of the education system in Montenegro, will be published and made available to the professional public.

The Foundation initiated and then provided financial and expert support to the testing, and now it is covering part of expenses related to preparation and publishing of the study "Republic testing of educational achievements of students of the 3rd grade of elementary schools in mother tongue and mathematics".

  

2. History of Montenegro since Ancient Times until 2003

The book written by Dr Serbo Rastoder and Dr Zivko Andrijasevic "History of Montenegro since Ancient Times until 2003" presents the history of Montenegro in an objective and modern way and provides a basis for understanding the so-called "Montenegrin issue".

This is the first publication of that kind about Montenegro and represents a significant contribution to understanding the development of Montenegro. It will be useful reference material in the studying of history in elementary and high schools.

The Foundation covers the expenses of printing 3,000 copies of the book in domestic language and 2,000 copies in English.

  

3. Preparation and printing of "Teachers' Guide through Inter-Subject Fields: Civic Education and Ecology"

Teachers' Guide through Inter-Subject Fields – Civic and Ecological Education – will inform the teachers in other courses about the contents they can use to provide civic and ecological education contents through them. It will also ideas and specific guidelines for implementation of the new courses as well as proposals for designing the part of curricula that is to be created by the school / parents / local community.

The Bureau for Education, supported by the Foundation performed an analysis of the curricula, which indicated which parts of the curricula are apt to be linked to civic and ecological education.

Prior to this, in 2005, the Foundation contributed to the introduction of civic education in elementary and high schools by organizing training for teachers and providing basic technical literature.

1. Preparation, translation, printing and distribution of educational documents/curricula/ for the education reform in Montenegro

The project is for the finalization of the methodological framework needed for carrying out education reform in schools in which lessons are taught in Albanian. 

There are curricula for Albanian language and literature and for the official language for nine-year elementary schools and grammar schools but those curricula still need to be translated, edited and printed. Beside these costs, the Foundation's grant covers the costs of preparation, translation and editing of the curricula for Albanian language and literature and official language in vocational high schools.

The curricula are necessary, because starting from the next school year, in addition to the present three schools, the reformed system will include another four elementary schools and all grammar schools in which lessons are taught in Albanian.

  

2. Informing the general public about the Foundation's activities for the period September–October 2005

The project includes the maintenance of the Foundation’s website for the period September-October and payment of taxes and contributions on fees charged by the web-master for the period May-October 2005.

1. Evaluation of the FOSI ROM Education Reform Program in the period 2000–2005

Johanna Crighton, education expert of OECD, the World Bank and UNESCO visited Montenegro from June 16-21 to evaluate the Foundation’s Education Reform Program for the period from 2000 until today. The strategy and budget of this program for the period 2003–2005 envisaged the evaluation as part of exit strategy before the program closing, but it has been decided in the meanwhile that the Foundation will continue the program for another two years. That is why the evaluation is designed to serve as a basis for preparing strategy for the upcoming period. 

The expert fee of Mrs. Crighton was paid by the Open Society Educational Program - South East Europe (OSEP SEE), and the Foundation covers her travel expenses and accommodation in Podgorica.

  

2. Participation of representatives of Institute for Education and Ministry of Education and Science in the OSI Conference "Education and Open Society: A Critical Look at New Perspectives and Demands", Budapest, July 1–3, 2005

Open Society Institute – Budapest organized on July 1-3, 2005 a conference "Education and Open Society: A Critical Look at New Perspectives and Demands" for the representatives of educational institutions and NGOs from central Europe, Balkans and former Soviet Union countries. The participants were presented new perspectives in education, including international trends, role of civil society, position of human rights in the educational system, social responsibilities, etc.

Montenegro was represented by Dragan Bogojevic, director of Institute for Education, Andja Backovic, assistant director of Institute for Education, Ana Grego, national coordinator of PISA project, and Zeljko Jacimovic, chairman of the Commission for preparation of strategy of the Examination Center.

The Foundation covers the travel expenses, and OSI- Budapest accommodation expenses for the participants.

  

3. Support to the organization of the symposium "Epics of Bosniaks in Montenegro"

(The association:  Almanac for the Research, Presentation and Protection of Cultural and Historical Heritage of Bosniaks/Muslims in Montenegro)          EUR 1,081 

International symposium "Epics of Bosniaks in Montenegro", held in Rozaje and Bijelo Polje from July 6-9, 2005, was devoted to epic poets from the north of Montenegro - Murat Kurtagic and Avdo Medjedovic. The symposium represents a contribution to the valorization of epics of Bosniaks and Muslims in Montenegro, and it offered teachers information about the epic works created in that area and pointed to the possibilities for studying them in part of the curricula that remained open to the needs and interests of children, schools and local communities.

The symposium was organized by the Almanac association, in cooperation with the Cultural Center from Bijelo Polje and its branches from Rozaje and Bijelo Polje.

The Foundation covered the travel expenses for the main lecturer Dr Zlatan Colakovic from the Harvard University.

  

4. Training of civic education teachers in political philosophy basics and political system of Montenegro basics (second stage of training)

At the second stage of education, a seminar was organized for 40 teachers of the new subject – civic education, from June 26 to July 3, in political philosophy and political system of Montenegro (in two groups).

The lecturers were Tomislav Reskovac, professor of philosophy and comparative literature from Zagreb, and Veselin Pavicevic, professor of sociology and electoral law at the School of Law and School of Economics in Podgorica.

As agreed with The Bureau for Education, the seminar organization expenses will be covered retroactively from the World Bank loan, while the Foundation, i.e. OSEP SEE, will assist in providing expert support and teacher materials/manuals.

1. Be a Responsible Student

The project provides skills and incentives to high school students to exert influence on the work of the school, as implied in the reformed school.

During 3-day seminars, about a hundred of high school students from Montenegro will get to know more about international regulations in the area of children's and youth's rights, learn how to advocate their positions and proposals and how to use their rights in school. They will be trained by representatives of the Ministry of Education and Science and the non-governmental organizations: Center for NGO Development (Centar za razvoj nevladinih organizacija), Boka Center of Tolerance (Bokeljski centar za toleranciju), Tivat and Office for the Protection of Students' Rights (Kancelarija za zaštitu ucenickih prava), Cetinje.

In addition to seminars in Kotor, Podgorica and Niksic, the Fund's grant will cover the preparation and printing of 500 copies of educational brochure and the cost of work of the Office for the Protection of Students' Rights – for half a year.

1. Republic testing of educational achievements of students of the 3rd grade of elementary school in mother tongue and mathematics – main research / Seminar for coordination of work of commissions for the Republic testing and preparation for arrival of an international expert

The objective of the Republic testing is to enable a comprehensive analysis of the functioning of educational system and provide guidelines for improving student success in every school and for increasing standards in the overall education system. In reformed schools, after the 3rd grade this research will be continued in the 6th and the 9th grade and the systematic monitoring of the work of schools will facilitate the comparison of their success.

Last year's pilot research showed that the communication among commissions which prepared tests in mother tongue and mathematics and questionnaires for children, parents, teachers and school principals was insufficient. The commission members (28) will participate in the seminar in order to improve cooperation among the commissions in writing tests and questionnaires and preparing material for work with an international expert.

2. Engagement of a consultant for a 2-day conference in the Continuing Professional Development Department of the Institute for Education

Continued Professional Development Department organizes training of teachers in the application of new curricula, funded from the World Bank loan.

At the conference in Podgorica, the consultant from Belgrade Snezana Klasnja will introduce 16 participants from this Department to the World Ban procedures and help them prepare documents that are needed in order to be able to use the loan proceeds.

 

3. Implementation of PISA Project in 2006 in Montenegro

PISA (Project for International Student Assessment) is a research carried out in various countries that use identical tests to assess ability of the 15-year old to apply the knowledge and skills acquired in the school. The testing and parallel recording of factors relevant for the success in every environment provide reliable data on the quality of education and suggest possible needs for changing education policies.

Montenegro’s participation in the PISA assessment in 2006 will make it possible to compare the success of students in studying under the old and under the reformed school system. Implementation of the PISA Project required comprehensive 3-year preparations, including the organization of the trial assessment that will be carried out in March and April this year. The main assessment will be held in 2006.

The Foundation provided money and expert assistance for carrying out the Republic assessment, i.e., the assessment of the student achievements and performance of the educational system at the national level.

 

4. Maintenance and Upgrading of the Website and Database for the Institute for Education

For planning the work of the Institute for Education and for transparency of its activities, it is necessary to have an updated database (on the schools, teachers, students, types of training organized for teachers, certificates acquired by them etc.) and to maintain its website on an on-going base.

The project is for the period from February to December 2005 and covers expenses of Internet presentation of the Institute, website maintenance, IT and technical support and development and database maintenance.

 

5. Informing the General Public about the Foundation's activities

The project includes the translation of annual reports of the Foundation into English for 2002, 2003 and 2004 and maintenance of its website during the first four months in 2005.

 

6. Public opinion in Montenegro in 2005

The project includes for public opinion polls in Montenegro in this year, in quarterly intervals, a detailed analysis of the polling results and shown tendencies and their timely presentation in public. The subject of research will be attitude toward the main social reforms - of judicial system, education and local government - and toward the EU. The survey will be done on a sample of 1,000 people who represent population of Montenegro by their ethnical, social and other relevant characteristics.

On the basis of the results, the Foundation will define the courses of its action in the mentioned reform segments. In 2005, based on the last year's findings, activities that will help citizens understand the reform processes will be carried out.

1. Republic testing of educational achievements of students of the 3rd grade of elementary school in mother tongue and mathematics – main research

The project is a continuation of the pilot study held, with the support from the Foundation, in 2004, which facilitated the forming of a test base in mother tongue and mathematics and trained numerous assistants in the project for making the tests and forming test booklets, carrying out the testing procedure and performing statistical processing and analysis of the data.

On the basis of results yielded by the main research in 2005, activities will be designed to improve the school/student success and upgrade standards at the level of the overall education system. In the reformed schools, the same research will be carried out in the 3rd, 6th and 9th grades, for systematic and comparable monitoring of the school performance. Through this project (that consists of the pilot phase and the main testing), the Examination Center/Institute for Education will get prepared for the first testing in the reformed schools (the 6th grade in 2006 and the 3rd grade in 2007). The 2-year model carried out through this project will be later funded from the World Bank loan.

 

2. Workshop for editors and commercial department in the Institute for Textbooks

(Institute for Textbooks and Teaching Aids – Podgorica)          EUR 3,646

The Institute for Textbooks plans to increase its production in the area of additional literature intended for elementary and high school education, as well as publications for school libraries (of general reading public interest as well) and therefore it increases the knowledge and skills of the Institute employees and collaborators related to the marketing of books and textbooks. This workshop is the training of editors and commercial department in the Institute aimed at making them capable of preparing simple marketing plans. The trainers are Dr Miha Kovac (Library Science Department, School of Philosophy, Ljubljana) and Calvin Smith (main lecturer at the Oxford International Publishing Center, Oxford Brookes University, Great Britain).

 

3. Training of civil education teachers in using the debate method in teaching this subject

Since the 2005/6 school year, a new subject: civil education will be introduced in the 6th grade of the reformed schools, to be studied in the 7th grade. The curriculum for this subject includes teamwork, dialogue and non-violent communication.

The Institute for Education decided that civil education teachers must become familiar with the debate method, which supposed teamwork in researching into the given topic and preparing arguments for and against, teaches critical thinking, being analytical, using arguments, cooperation and tolerance to somebody else's opinion, and develops speaking and listening skills.

The Foundation provide expert and financial assistance to this project: Tomislav Reskovac, debate trainer from Croatia and member of OSI Education Committee, will prepare the training program for elementary school teachers in application of debate method, training program for high school teachers and train the trainers program. He will also prepare the work materials for the teaching and for the training of teachers in seminars. In April, her held a seminar for about 40 teachers from elementary schools.

4. Training of teachers for the reformed school – class environment and work organization, interactive teaching of languages, mathematics, humanities and science, cooperative learning

The project foresees the training of 250 teachers from 45 elementary schools in Montenegro in introducing new and reformed curricula and working methods. New curricula are already implemented in 20 of those schools and will start to be applied in the remaining schools from the next school year. The teachers' training, upon the invitation of the Institute for Education, will be carried out by a team of trainers from the Pedagogical Center, through four and a half days' seminars.

 

5. Engagement of Gordana Miljevic in negotiations with the World Bank regarding implementation of a loan to support education in Montenegro

The Foundation made it possible for the Ministry to engage Gordana Miljevic, expert for international cooperation, in negotiations with the World Bank on the implementation of a loan to support education in Montenegro. Mrs. Miljevic is expected to make comments to: "The Project Appraisal Document" and "Procurement Plan" and to work with representatives of loan beneficiary institutions for 2 days in Podgorica.
