1.  Printing the book "L'Europe elargie: enjeux economiques", Marie-Luise Herschtel

The title "L'Europe elargie: enjeux economiques" (Enlarged Europe, Economic Changes and Expectations) by Marie-Luise Herschtel, is a comprehensive study of political and economic developments in the process of creation of united Europe. The project covers the printing of additional 100 copies.

Prior to that, the Ministry for International Economic Relations and European Integrations issued 200 copies of this title, through bilateral cooperation with the Government of the Republic of France in the translation and issuing of the book for civil servants. It contributes to better understanding of structures and manners of functioning of the EU and it turned out that it might also be useful for NGOs, universities and Ministry's other counterparts.

1. The campaign of public advocacy related to legitimacy, legality and transparency of the Montenegrin state and legal status resolution process

The Foundation, with the assistance of OSI-London and OSI-Brussels offices, supports the started communication and cooperation of the NGO sector in Montenegro and EU member-states so that European official could gain a fuller picture of Montenegrin society and its needs.

The project "Campaign of public advocacy related to legitimacy, legality and transparency of the Montenegrin statal and legal status resolution process" is a continuation of the previous in-house projects: Contribution of the Montenegrin NGO sector to the monitoring of European Commission reports on stabilization and association process and Linking of Montenegrin NGOs with decision-makers in Brussels and peer non-governmental institutions.

The new project includes the organization of consultative meetings with NGOs from Montenegro that will result in issuing the "Joint statement on the conditions for further democratization of Montenegro" and using the Statement in the public advocacy campaign at meetings with EU representatives.

1. Contribution of Montenegrin NG sector to the monitoring of European Commission reports on stabilization and association process

The European Commission is regularly monitoring the reform processes in individual areas that are important for the stabilization and association process. NGOs in Montenegro expressed interest in providing the European Commission with their views regarding such areas to facilitate understanding and monitoring of developments in Montenegro by the responsible officials in the European Commission.

The office of Open Society Institute in Brussels offered the Foundation in Montenegro a possibility to send to the European Commission, in cooperation with partners from NGO sector, the material containing the analysis of situation in the following areas: economics, judiciary and internal affairs, human rights and civil sector.

The Situation Analysis and Recommendations was prepared by experts of the Center for Democracy and Human Rights (CEDEM).

  

2. Linking of Montenegrin NG sector with decision-makers in Brussels and peer non-governmental institutions

The project refers to establishing contacts with and informing partners in the European Commission with possibilities of NGO sector in Montenegro in assisting in the introduction of European values and continuation of reforms in Montenegro.

To that end, the Foundation director Sanja Elezovic and chairman of the CEDEM Board of Directors Srdjan Darmanovic has meetings in Brussels in the offices of the EU High Representative Javier Solana and EU Commissioner Olli Rehn, with officer of the European Commission for Montenegro, representatives of EU member-states, representatives of the King Baudouin Foundation and in the office of the Open Society Institute.

  

3. School of European Integrations – the 4th generation and Regional School of European Integrations

The project School of European Integrations – the 4th generation and Regional School of European Integrations is a continuation of a comprehensive alternative education program that offers knowledge in economics, European integrations and human right protection system in the European Union.

The education will last from August 15, 2005 to January 15, 2006, parallel for two groups of 25 members each - in Podgorica and Bijelo Polje (for participants from the north of Montenegro).

The school is supposed to encourage the participants to undertake activities aimed at promoting and embedding the European standards in the modern society of Montenegro.

  

4. Round table: Legal Aspects of Montenegrin Referendum

(In-house project)          EUR 34,373

The project includes the organization of an international expert round table on legal framework of the plebiscite and the informing the public of conclusions and recommendations from that meeting.

After the round table, it is planned to issue a publication in domastic language and in English, containing standpoint, findings and recommendations. The publication would be forwarded to the EU officials, representatives of all 25 member-states and USA, reputed NGOs, institutions that have influence on the creation of EU policies, embers of Venetian Commission, institutes and domestic stakeholders in governmental and civil sectors.

The project is expected to contribute to the development of a peaceful and stable environment for holding the referendum on state status of Montenegro an d accepting the referendum outcome.

1. Consultative meetings with NGOs on their involvement in the process of European integrations

  

Since 2003, the Foundation has been organizing consultative meetings with NGOs which are interested in getting involved in the process of European integrations. In cooperation with the international NGO European Stability Initiative (ESI) from Brussels, the Foundation initiated in 2005 a meeting for expanding the EU pre-accession assistance to Western Balkans countries (May 26, 2005).  Proposals for NGO activities towards improving the communication of Montenegro with EU institutions were complemented at the meeting on June 3, 2005.

The result of these meetings is a letter [459KB] that fifteen NGOs sent in July to the EU  Commissioner for Enlargement Olli Rehn, together with the proposal that the European Commission open an office in Podgorica to facilitate cooperation between the two sides and more efficient action by the local NGO sector in the process of European integrations.

1. European Stability Initiative - Study presentation and recommendations

George Soros, the founder of the Open Society Institute network, launched an initiative for extending the EU pre-accession assistance to the West Balkans states (Serbia and Montenegro, Bosnia and Herzegovina, Macedonia and Albania). For the time being, only a part of the so-called IPA (Instrument for Pre-accession Assistance) is assigned to these countries, as potential EU member candidates, while the candidate-states (Croatia and Turkey) may fully utilize that fund.

Within this initiative, the NGO European Stability Initiative (ESI) prepared a Study on the Economic Situation and European Prospects of the West Balkans Countries.

Toward the end of May, the Foundation will organize the presentation of that Study, meetings and media promotion to inform the professional and general public about the conclusions and recommendations of ESI and experience in the region.

 

2. Dialogue and analyses – Inclusion of public, through media, in European integrations

The project is a series of 2-day, specific forms of training of experienced journalists and editors, which are expected by the public to provide timely and in-depth information about the subjects related to the European Union and European integrations. They are faced with a special task to make the public aware of the effects of European integration on economic and social relations in Montenegro, particularly the effects on the life of average citizens.

The workshops will be organized in direct or indirect contact between trainees and focus groups.

1. Current expenses of the Office for European Movement in Montenegro (April - December 2005)

After renewing its work in late 2004, the NGO European Movement in Montenegro, established cooperation with a number of players in public and private sectors and initiated and implemented activities promoting the European idea and contributing to its better understanding.

The Foundation supports the institutional strengthening of the NGO European Movement in Montenegro by covering the current expenses of the organize ion by the end of 2005. This project is a continuation of the support to the Office for European Movement in Montenegro, approved in November 2004 for the first 3 months in this year.

1. Get to Know European Union to Make It Closer to Others

(Montenegro Media Institute)          EUR 2,516.38

The project is related to a special module within the School for Reporters of the Montenegro Media Institute, which is introduced for this year's, third generation of students - young reports who want to improve their knowledge.  In addition to professional skills and abilities, this year's generation will also acquire general knowledge in politics, law, economics, social policy and protection of human rights. Since the EU related issues are of current interest in Montenegro, young reports will also address the following topics: - History of the EU; - EU Institutions; - EU Functioning; - Communication Strategy of Montenegro for EU accession.

 

2. Preparation and printing of a bilingual newsletter EUROMONT

(Ministry of Foreign Economic Relations and European Integrations)          EUR 14,328

Ministry of Foreign Economic Relations and European Integrations, together with non-governmental organizations, is informing the public about the process of accession of Montenegro to the EU through the newsletter "EuroMont".

The newsletter in local language is printed as an addition to the daily paper "Vijesti", and the English version is sent to certain addresses in the country and abroad electronically.

The objective of the project to provide the public with comprehensive information about the EU, its structure, work, institutions and joint policies, about the relations between the Republic of Montenegro, i.e. Serbia & Montenegro, and the EU, as well as about the activities related to integration processes.

3. School of European Integrations - the 3rd generation

(Center for Civil Education, Center for NGO Development, European Movement in Montenegro)          EUR 31,254

This project is a continuation of a comprehensive alternative education program that makes the trainees capable of understanding the European integration processes. To that end, the School will offer 40 candidates basic information about the history, law, political system and institutions of the European Union, as well as about the European integration economy and human right protection system in the EU. The School is expected to encourage the candidates themselves to undertake activities aimed at promoting and embedding the European standards in the modern society in Montenegro.

The third generation of the School will be trained from March 10 to July 5, 2005 and the lecturers will be experts from various academic and other domestic and foreign institutions and organizations, members of diplomacy in our country and others.

 

4. Gender Equality in international documents

(GoM Office for Gender Equality)          EUR 6,000 

 

The project covers the translation, preparation and printing of documents of the Council of Europe, European Union, United National and OSCE related to protection of human rights, introduction of non-discriminatory legislation and provision of equal rights to women and men.

These are four documents that have not been translated so far into any of close South Slavic languages. These publications are necessary for the legislation and will also be used by the School for human Rights, School of European Integration and School of Democracy. They will also be distributed to students, NGOs and state institutions.

5. "School of European Integrations - New Ideas, New Cooperation"

(Center for Civil Education, Center for NGO Development, European Movement in Montenegro)

- implemented with EUR 2,469 remaining from the grant for the project School of European Integrations - the 2nd Generation, from 2004

The project is a follow-up to an earlier supported project - School of European Integrations. After two generations completed the School, selected students and representatives of the organizers (Center for Civil Education, Center for NGO Development and European Movement in Montenegro) and the donor (Foundation Open Society Institute – Representative Office in Montenegro) gathered together.

The mentioned organizations presented their activities and suggested possibilities for the School students becoming involved in them.

The common workshop resulted in new ideas for projects to be developed by the students themselves or in cooperation with the mentioned organizations, thus opening the possibility for the engagement and use of creative potential of students of the School of European Integrations. The experience and knowledge acquired in this project will be used planning the teaching and working process for the 3rd generation of the School.

1. Seminar on the Fiscal Impact Assessment

(In-house project in cooperation with CDP)          EUR 6,083.82

Capacity Development Program (CDP) and the Word Bank started, in April 2004, activities on introducing Fiscal Impact Assessment - FIA. It is the analysis of forthcoming expenses for every proposal made by the Government that has been long in practice in many countries. Introduction of such a procedure is one of the preconditions that Montenegro has to meet in order to receive the structural adjustment loan from the World Bank.

FOSI-Representative Office in Montenegro in cooperation with CDP plans to organize a 3-day seminar for the implementation of FIA for members of the Ministry of Finance and other ministries. The teachers will be experts in this field from the region.

 

2. Women's civil sector in Montenegro, towards European integrations

(Women's NGO Women's Action)          EUR 5,489

The main objective of the project is to examine the readiness and capacity of women's NGOs in Montenegro to take over the role of raising public awareness and monitoring of gender aspect in the overall EU integration negotiation process.

The Government of Montenegro adopted and published the Communication Strategy for Informing the Public about the Process of Montenegro’s Accession to EU. In that Strategy, non-governmental sector is separate target group that needs to be provided with information and, at the same time, advocate and supporter in the process of European integrations. This study is supposed to show what are the capacities and needs of women's NGOs in the area of European integration and enable designing of appropriate training program.
