1. 2007 Forum of Schools of European Integrations
The 2007 Forum of Schools of European Integrations gathers the alumni of the five generations of the School of European Integrations organized in Podgorica and two organized in Bijelo Polje, a considerable pool of people equipped with the knowledge related to European integrations and capacity to contribute to the process. Within the project, the alumni will exchange information, cooperate and strengthen the ties with the decision-makers from EU institutions and other relevant institutions, organizations, and academic community, as well as start new initiatives aimed to promote European integrations in Montenegro. The Forum will include lectures, round tables, web pages of the organizers (www.cgo.cg.yu, www.emim.org, www.crnvo.cg.yu) and the School itself (www.sei.cg.yu), meetings, development and publication of essays on institutional-political, economic and negotiation-related topics. The project will also include printing the 2006 European Commission Progress Report for Montenegro, to be distributed to decision-makers as well as used in the planned lectures and round tables. 2. Educating Students on EU Law - "A Course in EU Law"
The project encompasses a four-month course on the essentials of the EU legal system for students of Podgorica Law School. This subject matter is of interest to students of law, while the regular curriculum does not provide adequate knowledge. The course will introduce the essential legal concepts of EU law, sources of law at the level of the Union, EU institutions etc. Special attention will be devoted to the European Court of Justice, Court of First-Instance and European Court for Human Rights. Renowned experts from the EU and the region will present to the students the structure and method of operation of these institutions using examples from practice.
3. 2007 Montenegro Political Public Opinion - Phase I
CEDEM conducts continual quarterly public opinion polls, analyzing the results of public opinion trends and presenting them to the public. The polls are implemented in a standardized way, at the whole territory of Montenegro, using a sample of 1,000 respondents. The sample was stratified according to regional, ethnic, social and other criteria relevant for the Montenegrin population. The Foundation provides support for the preparations related to the 2007 public opinion polls, the first of which are to take place in January. 1. Civil Society in the Dialogue on the Future of Montenegro
The project aims to strengthen the civil society role in further democratization of Montenegro and the decision-making processes regarding key development issues of Montenegrin society, as well as to foster expert and public debate on the guidelines to resolving some processes that Montenegro is faced with. The project includes the following activities: - Repeated publication of the NGO Sector Initiative, to include the amendments and the signatories that joined the Initiative after 28 July 2006; - Organizing topical round tables in October-November 2006 on: state and Constitution, democracy and rule of law, human and minority rights, good governance, sustainable development and social cohesion; - Publication of round table addresses and discussions in English and the local language.
1. Contribution of the NG-sector from Montenegro for the Monitoring Report of the European Commission on the SAP, June 2006
NG-sector gives detailed elaboration of the situation in Montenegro aimed for the European Commission, which gives regular annual Monitoring Reports on Stabilization and Association in Montenegro, to facilitate their understanding of the situation and trends in certain fields. The project involves the preparation and translation of the Report on Human and Minority Rights and the Judiciary Reform in Montenegro for the period July 2005-July 2006, done by the experts from the Centre for Democracy and Human Rights (CEDEM) and the Centre for Human and Minority Rights (CHMR). The document has been submitted to the European Commission through OSI-Brussels. The Foundation also supported such a project in 2005.
2. Training of local government staff on the European Union matters
Within the Stabilization and Association Process, local government staff has a significant role to play in conducting changes required by the accession criteria. The project implies seminars for ten officers from each municipality where they will be informed about the EU and EU integrations in Montenegro. The project involves also the final seminar where there will be one representative of each municipality and representatives of the Union of Municipalities. On the occasion, they should evaluate the training and establish a network to be the basis for cooperation among municipalities on further spreading of knowledge on EU. The lecturers are the experts from the Ministry for International Economic Relations and European Integrations.
3. School of European Integrations - V generation and the II Regional School of European Integrations
The project entitled the School of European Integrations - V generation and the II Regional School of European Integrations is the continuation of the unique programme of alternative education providing knowledge in the field of economy, European integrations and the system of human rights protection in European Union. The training will take place from September 2006 to the end of January 2007, in parallel for two groups of 25 trainees each - in Podgorica and Bijelo Polje (for the trainees from the northern region), with a joint final seminar. The School should encourage them to undertake activities related to the promotion and establishment of European standards in modern Montenegrin society.
4. Post-referendum Declaration of the NG-sector
The Foundation encourages the non-governmental organizations to be active in giving proposals, advocacy and supervision of reforms in Montenegro even after the referendum. To that effect, it has launched a joint initiative of the NGO coalition to strive for the implementation of the necessary measures and activities of the legislative, executive and judiciary power, but also the unions, media, civil and business sector. Through the dailies, in July 2006, the public and relevant institutions will be informed of the positions and demands of NG-sector relating to - state and constitution, - democracy and the rule of law, - human and minority rights and freedoms, - good governance, - sustainable development and social cohesion. The campaign should continue by mobilizing other civil society actors regarding the issues stated in the Initiative. Previously, the Foundation, in cooperation with the OSI - Brussels, OSI - London and OSI - New York, in October 2005, supported the creation of the NGO coalition which adopted the "Joint statement on the conditions for further democratization of Montenegro". At the international event held in December 2005 in Brussels, the Declaration was presented to the EU representatives, the press and the representatives of the civil sector located in Brussels within the project "The campaign of public advocacy related to legitimacy, legality and transparency of the Montenegrin state and legal status resolution process".
1. Political Public Opinion in Montenegro in 2006
By the end of 2006, CEDEM is to conduct two public opinion polls in Montenegro in three-month intervals, providing detailed analysis of the results and tendencies and presenting them to the public. The surveys are to cover judiciary, education and local government reforms. The Foundation is using the results of on-going monitoring of the public opinion in order to get a clearer insight into the current situation in these fields, being its strategic priorities, and set the path for its actions in supporting these vital reforms. The results of each poll are published by CEDEM at their website, and the abridged version in 300 copies each of the newsletter in the local language and in English. At the end of the project, a bilingual publication is to be made to contain the results and detailed analysis of both surveys in the circulation of 500 copies each. 2. Montenegrin Public and European Integrations
The European Movement in Montenegro will Endeavour to improve the general and professional public awareness of the contents and progress made in European integrations in Montenegro. To that effect they will gather data from the media, scientific and professional publications, set databases at their website and disseminate information via an electronic newsletter and the supplement to the magazine "Građanin" (Citizen). The project also involves the collection, processing and presentation of data on the attitudes of certain groups of citizens of Montenegro on the directions, intensity and importance of the EU accession process for Montenegro. Panel discussions of representatives of governmental and non-governmental sector, the media and the University should contribute to better communication of main social actors in the EU accession process. The public will be informed of the contents of these events.
1. Publication of the "Glossary of European Integrations"
In April 2004 the Ministry for International Economic Relations and European Integrations published the "Glossary of European Integrations", and are now preparing the extended edition. The Foundation covers the publication costs for 3,000 copies of the new edition of this glossary. This manual provides relevant information on European Union, its origins, institutions, policies and programmes. Some entries relate to the EU enlargement process. The Glossary should contribute to better information and better understanding of the process Montenegro is currently undergoing.
2. "Euromont - a magazine for European integrations"
The Ministry for International Economic Relations and European Integrations with a group of non-governmental organizations, which signed a Memorandum of Understanding, publish the newsletter called "Euromont" as a supplement to the independent daily "Vijesti". This 24-page newsletter features the activities of non-governmental organizations within the preparations of Montenegro for European integrations, the activities of the public authorities regarding EU integrations and other information relevant to the field, relating both to Montenegro and the whole region of Western Balkans. The project includes the publication of four issues of "Euromont", published quarterly, in the circulation of 25,000 copies, funded by the Foundation. The electronic edition, in both the local and in the English language, will be posted on the website of the Ministry (www.minevrint.vlada.cg.yu). In 2005, the Foundation supported the publication of the first four issues of "Euromont". 3. Civil Monitoring of the Referendum in Montenegro 2006
Civil monitoring of the referendum process in Montenegro should contribute to better environment for holding the referendum and recognition of its results as valid and objective. The Centre for Monitoring (CEMI) will monitor the operation of referendum administration bodies and campaigning of political parties, keeping the public informed regarding the (non)compliance with the procedure, the respect of human rights and the use of the media in the campaign. On the day of the popular vote, CEMI will monitor the regularity of vote and, using PVT (Parallel Voting Tabulation), give results of the impartial source two hours after the closing of polling stations. The project is a part of the efforts of the Foundation to support more active participation of the civil sector in all the stages of the referendum process.

Within the project, the students will exchange information, cooperate and strengthen relations with decision-makers - from the EU institutions and other relevant institutions, organisations or academic circles and start new initiatives to promote European integrations in Montenegro. The Forum will operate through lectures, round table discussions, web-pages of the organisers (www.cgo.cg.yu, www.emim.org, www.crnvo.cg.yu) and the School (www.sei.cg.yu), meetings and the development and publication of essays on institutional, political and economic topics and issues related to negotiations. 2. Professional discussions: Montenegro and EU
The project stemmed from the endeavours to inform the public, thoroughly and in a timely manner, on European integrations and their impact on diverse aspects of life in Montenegro. Through five same-day seminars/workshops, the editors and journalists of the public and commercial media in Montenegro will have the opportunity consider the impact of EU accession process on the Montenegrin economy, agriculture, social policy, environment, and protection of human rights. The lecturers will be national experts in the field and experienced journalists from the region (Croatia, Macedonia, Bosnia and Herzegovina, and Slovenia) The Montenegro and EU project envisages the seminars on following topics: - Local echo of European economic stories - Montenegrin agriculture in the light of EU accession - Employment policy and social security in the light of EU accession - Protection of human rights in the light of EU accession - Environmental protection in the light of EU accession

1. Professional Debate: Media and Society
The project refers to the organization of a meeting "Professional Discussions: Media and Society", held on January 23, 2006, where representatives of media houses, media experts, lawyers and representatives of governmental and international institutions discussed the two researches: "Attitudes and perception of citizens on media reporting on the EU and EU accession process" and "Who is informing the citizens of Montenegro?" (a research on the application of the new Law on Free Access to Information). The researches and the discussion was organized by the Montenegro Media Institute. The project objective was to determine the role of the media in democratization, to improve the professional and ethical standards in journalism and to stimulate professional and public debate on the media. The Foundation retroactively supported a part of the expenses of this year’s meeting, as well as the previous meeting "Media and Society", which the MMI traditionally organizes on the Journalists' Day in Montenegro.
