1. Status of Women's Rights in Montenegro in 2007

The project includes implementation of activities within the third phase of development of shadow report in accordance with the UN Convention on the Elimination of All Forms of Discrimination against Women - CEDAW. Development of this report involved a team of activists from several women NGOs that deal with different issues from the domain of women's rights. FOSI ROM supported the initial two phases of development of this report through the Women's Program and Program of Support to Democratic Processes Following the Referendum. The third phase encompasses further work and finalization of the shadow report, as well as preparation of a comprehensive publication to summarize the status of women's rights based on the research conducted and data collected.

1. Program Related to the Parliament

The project aims at better transparency of the work of the Montenegrin Parliament, better citizen participation in parliamentary activities and demystification of its work, which improves the citizens' level of information and trust in the official  institutions.

Three main project activities are: citizens' visits to the Parliament, newsletter on the work of the Parliament and an internship program for ten students of the Montenegrin University.

Project activities are intended to contribute to overcoming the current lack of communication between citizens and their elected representatives and the lack of possibility for the citizens to influence the decision-making process in the Parliament.  

Interns are provided the opportunity to enhance their knowledge through practice, while the Parliament receives expert support and assistance in the performance of daily activities and the tasks lying ahead in relation to European integrations.

1. Publication "Understanding NATO"

The publication will contain analyses of different aspects of NATO as seen by a number of authors and will present the possible outcomes of NATO integrations. It should enhance the level of information on the topic among all the stakeholders and foster further public debate on Montenegro joining NATO based on reliable facts.  

This is a follow up to "Creating the Conditions for an Informative Democratic Public Debate on Montenegro Joining the NATO"; the funds remained from the earlier project are used to issue the publication. 

The previous project contributed to starting a public debate on Montenegro joining the NATO and urged a number of institutions to state their position, start a campaign or assign people to deal with this matter.

1. School of European Integrations - the Sixth Generation and the Third  Regional School of European Integrations

The sixth generation of the School of European Integrations and the third generation of the Regional School represent continuation of the unique alternative education program that encompasses economics, European integrations and systems for the protection of human rights in the European Union.

The training program will begin in the autumn of 2007 and will be organized simultaneously for the group of 30 participants in Podgorica and another one of 20 participants from the northern region in Bijelo Polje; the two groups will also attend a joint final seminar.

The School is intended to motivate the participants to initiate activities on promoting European standards and incorporating them in the contemporary Montenegrin society.

1. Input of Montenegrin Non-Governmental Sector for the European Commission Monitoring Report on the Stabilization and Association Process, June 2007

European Commission issues regular annual Monitoring Report on the Stabilization and Association in Montenegro, which includes human and minority rights, judiciary and domestic affairs, public administration, civil society, economy, sector policy, media etc. Prior to that, Montenegrin non-governmental sector submits to the European Commission an elaboration of the situation in individual fields. The Foundation supports analyses for the areas of judiciary and human rights, developed by the Center for Democracy and Human Rights (CEDEM) and the Center for Human and Minority Rights (CHMR).

This document is delivered to the EC through OSI-Brussels. The project also includes presentation of this document at the EC meeting in July 2007.

The Foundation supported input of Montenegrin non-governmental sector for the 2006 and 2005 European Commission Monitoring Report on the SAP.

 

2. Citizens Assist Journalists

The project provides opportunities for citizens to influence the contents of existing public and private media in Montenegro and helps the media perform their main task of providing citizens with information based on which they can make choices and the best decisions for themselves and their community.

Citizens will publicly propose to editors and journalists, through the e-magazine PCNEN, ideas for different forms of stories, suggest directions for researching some current and, from the standpoint of public interest, relevant topics, as well as provide questions that the media should ask public officials.

In the PCNEN column "Citizens Assist Journalists", they will have a chance to comment on the proposals and suggestions as well as the response to them provided by the media/journalists.

 

3. We are Traveling to Europe

The project provides an opportunity for a group of 20 most successful students of the University of Montenegro to travel, in the summer of 2007, to Germany and the rest of Europe according to their choice and experience life in European Union. This is a regional project intended for young people from Southeastern Europe who have not yet had the opportunity to travel abroad. At the country level, the project is run by the European Movement in Montenegro, with the support of Foundation Open Society Institute and Robert Bosch Stiftung, while the Ministry of Foreign Affairs of the Republic of Germany will provide Schengen visas free of charge.

Upon return, students will create a joint presentation of their encounters with other countries, cities, people and national cultures of Europe. Each of the participants will also volunteer for a day at the Children's Home in Bijela and present the experiences from their journeys.

1. Professional Discussions: Montenegro and the EU – Project Continuation in 2007

The project includes two workshops titled "Montenegro and the EU: Using the Media to Involve the Public in European Integrations". They are intended for the reporters who participated in the seminars/workshops within the 2006 Professional Discussions organized by the MMI, as continuation of the 2006 project.

During two one-day events, the group of participants that attended the preceding seminars/workshops will exchange their new experiences in reporting about various aspects of European integrations. Experts from Montenegro who delivered the 2006 seminars will also take part in these discussions.

By supporting this project, FOSI-ROM assists the media to acquaint the citizens with European economic issues and inform them about all aspects of the European integration process and its ultimate consequences.

1. Montenegro and the EU: "Involving the Citizens in the Discussion about European Integrations Using the Media"

The project responds to the need of Montenegrin citizens to be timely and thoroughly informed on the issues directly related to the European integration processes and the impact of these processes (both positive and negative) on various aspects of life of Montenegrin citizens.

Within the project, Montenegro Media Institute will conduct research on the way that media are currently covering this area and organize seminars/workshops for journalists intended to offer them new perspectives in approaching these issues and developing  stories, as well as inspire them to develop new media projects. Based on the experience gathered once the participants start implementing their new knowledge, Montenegro Media Institute will issue recommendations for further involvement of citizens in the activities dealing with European and regional integrations using the media.

FOSI-ROM supported Montenegro Media Institute projects aimed at enhancing the role of media in European integration processes in 2005 and 2006.

1. Creating the Conditions for Informative Democratic Public Debate on  Montenegro's Accession to NATO

The project aims to improve the level of information in the public concerning the accession of Montenegro to NATO and to create the basis for a democratic public debate on this issue.

Within the project, Nansen Dialog Center will conduct a survey on the attitudes of Montenegrin institutions concerning this issue, process the responses and publish the results. A round table based on the survey results is planned to follow, gathering representatives of local and international institutions, political parties, NGOs, the media and other stakeholders.

 

2. Educational Campaign on the Implementation of the Law on Consumer Protection

(Center for Consumer Protection - CEZAP)          EUR 14,793.50

The project contributes to the endorsement of legal standards, development of legal framework and creation of the overall social climate where consumers will be guaranteed the right to efficient legal protection and the development of the preventive consumer protection system.

The project includes the following activities:

- Organization of a seminar on consumer protection according to the EU;

- Organization of a seminar on the importance of the Law on Consumer Protection and the role of state authorities and the nongovernmental sector in its implementation;

- Development and distribution of Comments to the Law on Consumer Protection;

- Development and distribution of a publication intended for consumers and containing explanations concerning the Law;

- Recording consumers' complaints and remarks by means of an open phone line and CEZAP website, as well as assistance and mediation in addressing them.
