1. Analysis of the Potential for Introducing Elements of Consumer Protection in the Teaching Process

(Center for Consumer Protection - CEZAP)          EUR 9,466

CEZAP designed the project in the light of the efforts to introduce topics concerning consumer protection in the formal education system, in line with the Action Plan for the Implementation of the National Consumer Protection Program, which envisages education of consumers.  

Experts from the Bureau for Educational Services and CEZAP will review the primary and secondary school curricula in order to assess the potential for introducing elements of consumer protection. They will be helped by experts from Macedonia, who have seven years of experience in working on consumer protection programs for children and youth. These activities are supported by the East East Program which provides support to regional projects.

[The project was also allocated EUR 2,234 from the Education Reform Program, its total budget EUR 11,700.]

 

2. Reporting on Montenegro’s European Integration IV

The Center for Euro-Atlantic Policies (CEAP) on a daily basis posts articles by Montenegrin journalists and translations of articles from the European media on European integration issues on the portal Evropski reporter. At this stage of the project, special attention will be paid to public administration and local government issues in the process of European integration of Montenegro and the region. The articles will analyze the situation in the public administration and specific local governments from the perspective of their capacity to implement the policies concerning EU accession and to use EU funds. They will also present comparative experiences of the countries that are already well on the road to the EU and the new EU member countries. The project is a continuation of the ones previously supported in 2008 and 2009.

[The project was also allocated EUR 11,496 from the PALG Program, its total budget EUR 14,060.]

 

3. Media N-GAGE - Criticism of Negative Social Phenomena by the Citizens and the Media: Investigative Journalism and Monitoring

The project aims to create a network of inidividuals and organizations that will highlight the problems faced by the citizens and the society and contribute to critical public attitude and democratization of the society.

The initial activities include practical training of a group of around thirty students in the final grade of high school or first year of university on media literacy and investigative journalism. The NGO 35mm will organize a special portal to post news, articles, surveys, video files and other formats developed by renowned journalists, NGO activists, bloggers, as well as young participants in the training. The critical approach provided by the authors will be accompanied by involving the audience, which should conribute to developing an argumented, critical voice of the public and civil activism.

 

4. EU Matrix - Monitoring NPI Implementation, Phase I

The project responds to the requirement faced by Montenegro in the process of European integration: stronger civil society involvement in monitoring the implementation of the National Program for Integration (NPI) and stronger participation in policy making and generation of recommendations for improved implementation. The European Movement in Montenegro is working on establishing and developing a system for continuous NPI monitoring, which implies that civil society organizations focus on certain areas failing to show the anticipated progress. The project envisages creation of an NGO network (coalition) Euroblok. Initially, it would bring together the European Movement, Monitoring Center and Alternative Institute; subsequently, they would be joined by a number of renowned NGOs. The project EU Matrix commenced in 2008 with FOSI ROM support.

[The project was allocated EUR 15,000 from the PALG Program, with EUR 226 left from preparatory phase of the project,  its total budget EUR 29,644.]

SEPTEMBER

 

1. Participation of Representatives of Non-Governmental Sector at the Conference: Finalization of Accession Talks for Croatia and the Perspective of the Western Balkans Concerning Membership in the EU

The project covers the travel and participation costs for Neđeljko Rudović, chief editor of the web portal European Reporter. The portal www.evropskireporter.com provides information and articles on Montenegro’s accession to the EU and on the developments in the EU that may have impact on Montenegro and the region.

Participation in the conference will enable Mr. Rudović to gather material and inform the Montenegrin public about the main tendencies and conclusions, the situation in the Western Balkan countries and the key challenges they encounter on the road to the EU.  

 

2. Promotion of Philanthropy in Montenegro - Annual Awards for Philanthropy

(Fund for Active Citizenship - fAKT)          EUR 12,365.44

Annual awards for philanthropy will be organized in partnership with the Chamber of Commerce of Montenegro and the Office for Sustainable Development of the Government of Montenegro, with the support of FOSI ROM, Rockefeller Brothers Fund and Charles Stewart Mott Foundation. The categories are: the best national project, contribution to the local community, and individual awards.

The project includes publication and promotion of the call for nominations, activities to promote philanthropy (meetings and booklet on corporate philanthropy) and the award  ceremony. This is a continuation of the Foundation’s support to promoting philanthropy.

3. My Life/Second Home

(Montenegro Media Institute)          EUR 7,837

The project concerns a new TV program for the series titled My Life, dealing with socially vulnerable groups.

The half-hour program presents foster families as an option in taking care of children without parents. The topic is discussed by social works, representatives of the Ministry of Labour and Social Welfare, members of the Foster Families’ Club, biological parents of children placed in foster families and the children themselves.

The aim is to alert the public to universal ethical values such as tolerance, solidarity, humanity and courage, and to inspire the audience to accept individual people without discrimination and prejudice, with full respect for human rights.

 

4. Internship at the Montenegrin Parliament – Contribution to Building Administrative Capacities

(Center for Democratic Transition - CDT)          EUR 8,476.30

Within the project, CDT will organize internships of seven months for ten university students in their final year of studies. Through practical engagement, the students will learn about the work and functioning of Montenegrin institutions, enhance their knowledge of the institutions and get involved in political and socio- economic processes and reforms. In the course of additional education provided by the CDT outside the Parliament, they will learn about the concrete challenges Montenegro is faced with and define their professional career choices.

At the same time, the Parliament will achieve more transparency and employ the interns' knowledge and skills.

The project extends the cooperation between state institutions and the civil sector and is a  follow-up to the Program for the Parliament.

1. Reporting on European Integration of Montenegro III

The project represents FOSI ROM’s support to web-portal European Reporter for the next six months.

Center for Euro-Atlantic Policies (CEAP) posts, on a daily basis, articles by Montenegrin journalists and translations of articles on European integration processes from a number of European media. Representatives of political parties, trade-unions, associations, non-governmental and other organizations also post their views on these issues on this web-portal. European Reporter is a useful source of information on Montenegro’s integration in the EU, especially for journalists; it assesses the extent to which Montenegrin regulations and practice comply with EU standards.

The project is a continuation of the projects supported in 2008 and 2009.

 

2. Amphitheater

(in-house project implemented in cooperation with RTCG Satellite Program)          EUR 1,626.33

The project consists of five one-hour TV programs on topics of relevance for young people: value system, violence, isolation, sexuality, activism and media/political manipulation. 

Interviewees will be experts from respective areas, that is a sociologist, psychologist/psychiatrist, educator, ambassador of a country that has experience in dealing with a particular issue. Each program will also include reports, that will be commented on by an audience of around thirty young people, who will also have the chance to ask interviewees some questions.

The project aims to highlight young people’s problems, encourage young people to take an active role in finding the solutions and suggest ways to overcome them.

 

3. Annex to "My Life" Project : Translation to Albanian and English

The project envisages translation into Albanian and English of the TV program "Ordinary People's Lives in Unusual Circumstances".

In April 2009, Montenegro Media Institute prepared the 30-minute program within the series "My Life". The program portrayed three young people living full and active lives in spite of their disabilities: Marijana Mugoša and Goran Macanović are blind and Zoran is in wheelchair. Translation into the two given languages will enable the program to reach a wider audience and possibly participate in one of documentary and TV festivals abroad.

 

4. School of European Integration, Ninth Generation

This is a continuation of the unique program of alternative education that offers information from the fields of economics, European integration and the EU system for human rights protection. The ninth course will be organized for a group of 30 participants from Montenegro in the autumn of 2009.

School of European Integration provides basic knowledge necessary to comprehend the complex processes of European integration and specific aspects of Montenegro’s accession to the EU. The School also encourages the participants to implement activities related to promoting and embedding European standards in contemporary Montenegrin society.

The program will address the following topics: Europe – history of the concept; goals of European integrations; Europe through its institutions; EU legislation and other regulations; economic principles of European integrations; European security and mechanisms for human rights protection; Europe ahead and different experiences; Montenegro and the EU. For the fist time, this years’ course will include training on managing projects financed from EU funds and training on policy paper writing. This will help the participants to get involved directly and influence the decision-making process and in the development and implementation of national regulations, and to contribute to accelerating the European integration process and Montenegro’s accession to the EU.

1. Development of Corporate Social Responsibility in Montenegro

(Center for Development of  NGOs - CRNVO)          EUR 7,993

The project is intended to contribute to the understanding of the concept of corporate social responsibility and creation of partnerships between the for-profit and NGO sectors in Montenegro.

To this end, CRNVO will  organize a one-day training event on corporate social responsibility for 60 corporate managers and 40 representatives of NGOs. 

Training of corporate representatives will take place in: Podgorica (for the ones from Podgorica, Nikšić and Danilovgrad), Tivat (for those from Tivat, Bar, Ulcinj, Kotor, Herceg Novi and Budva) and Bijelo Polje (for those from Bijelo Polje, Berane, Kolašin, Pljevlja and  Žabljak).

Training of NGO representatives will take place in: Tivat (for the organizations from Tivat, Bar, Budva, Kotor, Ulcinj and Herceg Novi) and Bijelo Polje (for the organizations from Bijelo Polje, Kolašin, Žabljak, Berane and Pljevlja).

 

2. Towards Schengen White List - Monitoring the Roadmap

(Center for Democracy and Human Rights - CEDEM)          EUR 9,975

This project is a component of the wider project "Towards Schengen White List - Monitoring the Roadmap: Western Balkans Response", supported by East East: Partnership Beyond Borders Program. CEDEM is implementing the project together with the partner organizations from the region (Serbia, Albania, Macedonia and Bosnia and Herzegovina).  

FOSI ROM is funding a two-day round table on EU visa liberalization for Montenegro and the development of a National Report that will propose actions to implement policies (policy paper) in order for Montenegro to be included in the EU Schengen White List.

The round table will gather representatives of relevant international organizations, state authorities and organizations, international and local NGOs and foundations, and major political parties. Conclusions from the round table will be delivered to the President, Prime Minister and Speaker of the Parliament.

 

3. NG-sector Input for the 2009 EC Monitoring Report on the Stabilization and Association Process

The European Commission develops regular Monitoring Reports on Stabilization and Association for Montenegro, encompassing the areas of human and minority rights, judiciary and interior affairs, public administration, civil society, economy, sector policies, media etc. Prior to this, Montenegrin NG-sector delivers to the EC its elaboration of the situation in individual areas. 

FOSI-ROM supports the NGO analyses concerning: electoral legislation (Monitoring Center - CEMI), women’s rights (ANIMA Center for Peace and Women’s Education), civil sector (Center for Development of NGOs - CRNVO) and the situation of Roma (FOSI ROM).

The paper is delivered to the EC via OSI-Brussels. The project also includes presentation of the given paper at the EC meeting in Brussels  in June 2009.

FOSI ROM supported Montenegrin NGO input for the EC Monitoring Report on SAP in 2005, 2006, 2007 and 2008.

1. Public Campaign to Regulate Volunteer Work

(Association for Democratic Prosperity - Zid)          EUR 12,770.45

The project envisages a campaign on the importance of volunteerism and regulation of this area, a public debate on Draft Law on Voluteerism, setting up a "club of media supporters of volunteerism", organization of events and other activities.

The project is intended to contribute to development of Law on Volunteerism and implementation of activities envisaged in the Strategy of Cooperation between the Government andf NGOs and the Strategy for Development of Volunteer Work  (expected to be adopted in 2009). The project is an attempt of ADP-Zid to encourage citizens to get involved in volunteer work, contribute to its recognition and use its potential for democratization of the society and political life in the country.

 

2. Training of Trainers on Managing EU Funded Projects  

(Center for Develeopment of NGOs - CRNVO)          EUR 10,567

Within this project, fifteen trainers will be trained (members of CRNVO team of consultants/trainers and staff membes of the Secretariat for European Integration) to deliver training on EU funds and relevant project management. This group of trainers is then intended to share the expertise in the given areas with staff working in public administration, local governments and NGOs.

Training of trainers will be delivered by CRNVO trainers and will include workshops on: EU funds, management of EU projects, preparing documents required to apply to EU funds, adult education methodology.   

New trainers will inform potential beneficiaries about access to EU funds and will help more effective use of resources available from the EU.

 

3. My Life

This new TV program from the series My life is devoted to socially vulnerable groups. It is intended to present three young people living a full and active life despite the physical handicap - Marijana Mugoša and Goran Macanović are blind, while their friend Zoran is in wheelchair.

The program aims to highlight the universal moral values such as tolerance, solidarity,  humanity and courage, and to encourage the public to accept people with disabilities without discrimination or prejudice, with full respect for human rights.

4. Balkan Incentive Fund for Culture - BIFC

Balkan Incentive Fund for Culture supports projects that strengthen regional cooperation in the domain of arts and culture. 

BCIF is funded jointly by the European Cultural Foundation - ECF, Amsterdam, Hivos (Dutch Humanist Institute for Development Cooperation), OSI Arts & Culture, Budapest and Soros foundations from the region.

FOSI-ROM’s grant is intended for the purpose of financing arts projects and cultural cooperation projects in the region.

1. Political Public Opinion in Montenegro 2009

CEDEM will conduct three opinion polls in Montenegro in 2009 and provide an in-depth analysis of public opinion trends. The analysis will be posted on CEDEM website, while 300 wil be copies issued in the local language and in English. In the final stage of the project, 500 copies of a bilingual annual publication will be issued, containing detailed results and analyses of all the three polls.

In 2009, special attention will be given to the public opinion concerning: social reforms; specific institutions; some critical, internationally recognized and supported values; improving the living standard, fighting poverty, and addressing social deviations.  

CEDEM conducts the polls in a standardized form across the country, using a sample of one thousand respondents (1,500 in March, before the parliamentary elections). The polls are regularly presented to the public.

FOSI-ROM has supported public opinion polls since 2004 (see Publications).

2. The History of Philanthropy in Montenegro

The project includes research on the history and tradition of philanthropy in Montenegro, publication and promotion of research findings with the aim to foster philanthropy.

The publication on philanthropy will be presented at a press conference. It will be distributed free of charge at the Podgorica Book Fair and, with the help of local organizations, in bookstores in several Montenegrin towns (Podgorica, Nikšić, Pljevlja, Bijelo Polje, Kotor). "The History of Philanthropy in Montenegro" will be published as a series of articles in Daily Paper Vijesti and Weekly Magazine Monitor.

The project envisages a round table on "Philanthropy in Montenegro" that should initiate a public debate on contributing and acting in the interest of common good.

3. Europe for All

(NGO New Horizon)          EUR 8,501.15

The project serves primarily to present the European values and the importance of European integration to senior grade students of the secondary schools "Bratstvo-jedinstvo" and "Drita" from Ulcinj. From February to June 2009, ten workshops in Albanian and Montenegrin will be organized for 60 students.

The participants will then organize follow-up lessons for their peers. The project includes publication and dissemination of a bilingual booklet "Europe for All", that will use uncomplicated language to provide key information on European integration. On 9 May, Europe Day, New Horizon will organize a street performance. Weekly paper Koha Javore will contribute by including a special page on the topics covered by the project.
