1. Training the trainers in EU-funded project management

The project includes the training of 20 trainers (NGO activists and civil servants) in the use of EU funds.

Through four interactive workshops, trainers will be instructed in EU-funded project management, and methodology of adult teaching and coaching.

The trainers will use the acquired knowledge in training NGO activists, civil servants in state and local administration and others.

Information about EU funds will lead to better utilization of existing possibilities offered by such funds. It should accelerate the process of reforming the state and local administration and adoption of European standards in the preparation and implementation of reform laws.

 

2. Training the civil servants in local administration in EU-funded project management

Representatives of local self-governments, 42 persons (two from each of the municipalities) and three persons from the Union of Municipalities of Montenegro will be trained through two 3-day interactive workshops in EU-funded project management. The acquired knowledge of civil servants in local self-governments about possible access to EU-funds should stimulate the utilization of those funds at the local level, and the Union of Municipalities is supposed to coordinate and improve the cooperation of local governments in proposing common projects.

The training will help local governments, assisted by EU funds, to resolve their problems easier and conduct the reform of local government faster, in accordance with E standards, which implies increasing the level of citizen services.

Civil servants in local self-governments will be trained by the teachers who have completed the train the trainers course in EU-funded project management.

1. Political parties in European integrations - "follow up" activity of the 3rd generation of the School of Democratic Management

At the workshops in Niksic, Kolasin, Bijelo Polje, Pljevlja and Berane, representatives of various political parties, former students of "The School of Democratic Management" - Seminar on Decentralization Principles in accordance with European Practice within the School of Democratic Management, Seminar on the Process of European Integrations, with focus on the regional experience within the School of Democratic Management, will familiarize themselves with all important documents and processes relevant for European integration of Montenegro.

Representatives of the Ministry of Foreign Economic Relations and European Integrations of Montenegro will present the European Charter on Local Government, Recommendation on Participation of Citizens in Local Public Life, European Charter on Participation of the Young in Local Public Life, recommendations of the Council of Europe and European Union in the local government domain, as well as the experience of experts in these fields from the regional and from the European Union.

This project of Nansen Dialogue Center - Montenegro make the participants understand better the meaning of European integrations and indicates the need for a joint approach by all political entities in order to accelerate the integration processes and the acceptance of standards required by these processes.

1. Gender equality in the EU integration processes 

(In-house project)          EUR 7,206

The project comprises a seminar for female activists from NGOs and those employed in government institutions to make them familiar with views and guidelines of the European Union on gender equality. 

Participants will also receive information about the regional EONET project, which is, in Montenegro, led by the Foundation and OSI New York. (The project focuses on comparative analysis of domestic legislation and EU directives relating to women's economic status, and analysis of law enforcement).

The experience of Slovenia and the Czech Republic will be presented by experts in gender equality in the process of EU association from these countries. The seminar will also include a workshop at which draft plan for the promotion of gender equality within the EU integration processes would be prepared.  

The seminar is a follow-up to the Foundation's engagement in making the domestic forces addressing men and women equality matters aware of the EU legal provisions in this area.

2. Local government in European integrations

(Nansen Dialogue Center – Montenegro and Ministry for International Economic Relations and European Integrations)          EUR 3,103.75  

The project includes five workshops – in Niksic, Bar, Bijelo Polje, Pljevlja and Tivat, at which local employees will be informed about European charters, recommendations and directives of the European Union in local government. 

The workshops are organized by Nansen Dialogue Center – Podgorica in coordination with the Ministry for Foreign Economic Relations and European Integrations, since the project fits into the Ministry's communication strategy action plan. 

By funding this project, the Foundation seeks to help local government employees understand the EU integration processes and accept European standards, thereby facilitating the integration processes.

1. Training of local government employees in implementation of new Law on Inspection Control

Agency for Local Democracy and Partnership of Montenegro          EUR 8,400

Through the training of employees of local inspection services – utility, construction, transport and road inspection services – the project contributes to more efficient application of new local government legislation and the Law on Inspection Control.

The Foundation's support covers the training of 168 inspectors in 15 municipalities. The training of local government employees in the application of the new Law is financially supported by the Open Society Institute – Budapest (Local Government Initiative), while the Foundations covers expert and trainer expenses.

1. Drafting of the sample Regulation on the Council for the Development and Protection of Local Government

(Community of municipalities of Montenegro)          EUR 3,675

Every municipality, according to the Law on Local Government, should set up the Council for Development and Protection of Local Government. The local assembly will elect to that Council the renowned citizens distinguishing in areas relevant for local government. Municipalities need to determine the rights and responsibilities of their councils, their composition, manned of election and work and other issues related to them.

This project implies the drafting of the sample Regulation on the Council for the Development and Protection of Local Government, and after the community of municipalities adopts the sample, its publication in local and English language, the distribution and three presentations of the sample Regulation - in the northern, central and southern part of the Republic.

1. School of Democratic Management – 3rd Generation – Decentralization and European Integration in Montenegrin context

The School of Democratic Management upgrades the knowledge and skills of young political leaders (25-35 years) from various parties in Montenegro regarding political organization and reforms. The School implies the participations of other organizations (CoE, OSCE, FOSI ROM...) depending on the topic.

The Foundation support the organization of the following seminars for the second generation of participants:

- "Seminar on Decentralization Principles in accordance with European Practice", offering the participants basic knowledge of: the main principles of decentralization resulting from the new Law on Local Government, Law on Election of Mayors and Law on Financing Local Government; the relations between local and central authorities; the role of citizens and cooperation of all relevant stakeholders in local decision-making; European charters, EU recommendations and directives regarding local government.

- "Seminar on the Process of European Integrations, with focus on the regional experience", making the participants familiar with the structure and manner of functioning of the EU and regional experience in the EU accession process (practical experience of a candidate country).

This project empowers the future carriers of social changes and drivers of initiatives and reforms and gives impulse to the movement for bringing Montenegro closer to the EU.

 

2. Training for members of local multidisciplinary teams on domestic violence and methods of work with maltreated persons - Podgorica, Bijelo Polje, Berane, Niksic and Ulcinj

(NGO SOS Hotline for Women and Children Victims of Violence – Podgorica)          EUR 7,700

During the three 3-day seminars, 75 members of multidisciplinary teams from Podgorica, Bijelo Polje, Berane, Niksic and Ulcinj will be trained in working with victims of domestic violence. With the project, a manual for working with the maltreated persons will be made, containing the conclusions and evaluation of each of the three seminars.

This is a follow-up to a long-term project of the Foundation and the NGOs SOS Hotline – Niksic and SOS Hotline – Podgorica, related to their cooperation with local institutions in reducing domestic violence. The teams include employees of centers for social work, courts, medical centers and security centers.

1. Public Opinion in Montenegro in 2005

The project includes four public opinion surveys in Montenegro to be held during the year in quarterly intervals, a detailed analysis of the results and shown tendencies in the public opinion, and their timely presentation to the public. The subject of the research is the attitude toward major social reforms - of the judiciary, education system and local government, and toward the EU. The survey is to cover a sample of 1,000 people, representative of the population of Montenegro by their ethnic, social and other relevant characteristics.

On the basis of the results of the survey, the Foundation will define its courses of action in the mentioned reform segments. In 2005, based on the last year's findings, activities will focus on assisting citizens to understand the reform processes.

1. Manual for Inspectors in the Ministry of Agriculture, Forestry and Water Management

(NGO Agency for Local Democracy and Partnership of Montenegro)          EUR 3,202.50

The project will include printing of the manual – guideline for inspectors in the Ministry of Agriculture, Forestry and Water Management. The Manual will contain all models of documents issued by the mentioned inspectors either on the spot, at the place being supervised, or in their office when acting under the complaints submitted by the parties.

The printing of the Manual is a follow-up to the successfully completed project "Training of Inspectors of the Ministry of Agriculture, Forestry and Water Management", supported by the Foundation. The Manual is to assist relevant inspectors, who are not lawyers, to carry out their duties as efficiently as possible and remove dilemmas regarding the enforcement of law on inspection services in connection with procedures and decision making – issuing of orders and other documents.

 

2. Civil Dialogue as a Means of Reaching Efficient Local Government

(NVO Consensus)          EUR 6,522

The project will include the organization of seminars for women – activists of NGOs in Bar and Kolasin for efficient communication with local authorities. The participants will learn more about the role, responsibilities, obligations and rights of citizens and local authorities, with responsibilities of the local government and mechanisms for establishing dialogue with them. After the seminar, it is planned to hold meetings with representatives of the local government and agree on mechanisms of future cooperation.

The seminar is led by trainers from the NGO "Forma F" and NGO "Sunčana strana" from Bosnia & Herzegovina, assisted by female trainers from the NGO "Consensus". They will go through a prior intensive training and through the supported project will be empowered for conducting independent training in other municipalities.

The project is to raise public awareness on the need for citizens to participate in democratic processes and to instigate authorities and their institutions to have in mind priorities of men and women equally in the process of problem solving.

3. Specialized course – Software Support to Investment Project Management: MS Project, for bodies of public administration and local government in the Republic of Montenegro

(NGO Mont Expert, Podgorica)          EUR 4,579

The project objective is to educate employees of local government involved in investment jobs and responsibilities in the municipalities of Tivat, Zabljak and Herceg Novi – the first municipalities that had local election after the enactment of the Law on Local Government – because the Law foresees much more active role of municipalities in the development, investment projects. The education consists of lectures and training in programs for computer planning of investment management.

The project is a follow-up to the successfully implemented project: Modern Project Planning and Management as Part of Responsibility of Public Administration and Local Government.

Local government employees require these skills in order to respond to the requirements of local and foreign investors, who are setting up new standards of operation related to efficiency, cost effectiveness, predictability and engagement of highly skilled project team in the implementation of investment projects.
