1. Volunteer Services in Local Institutions

The project represents an effort to generate an understanding of volunteerism in the public - in particular among representatives of local institutions and local governments - and enable them to utilize it.

ADP-ZID will conduct a research on local institutions' openness and readiness for volunteer services, organize dsicussions with representatives of institutions from several municipalities (13 in total) and develop Volunteerism Development Policy that would incorporate the findings from the discussions.

The target group includes local governments, relevant municipal departments and executive local institutions, as well as NGOs, whose cooperation on the local level may contribute to more efficient work and provision of services to citizens.

NOVEMBER

 

1. Civil Dialog for the Purpose of Local Government

(NGO Consensus)          EUR 3,888

The project includes seminars for women activists of NGOs in Mojkovac and Budva on quality dialog with the local government. Seminar participants will be presented the roles, obligations, responsibilities and rights of municipal authorities and citizens. The agenda includes the issues of: identifying the problems in the community, preparing for meetings, presenting the issues, negotiation techniques.

Seminar participants will identify the issues, select two representatives to present the issues in question to local government representatives and agree with them on the mechanisms for future cooperation.

The seminar will be run by representatives of the NGO Consensus. Supported by FOSI ROM, this NGO organized similar seminars for activists from Kolašin and Bar in 2005 and for activists from Bijelo Polje and Herceg Novi  in 2006.

SEPTEMBER

 

1. Report "Public Administration - Salaries, Incentives, Motivation"

(NGO Alternative Institute)          EUR 11,277

The project aims to develop and present the first report-analysis of public policies related to the system of incentives and advancement in public administration, independent agencies and other institutions.

The report with the preliminary title Public Administration, Independent Agencies and Other Institutions: Comparison of Salaries, Incentives and Career Advancement should provide an overview of the current constitutional provisions, legislation and regulations, relevant strategies and related papers, as well as a review of the provisions they contain that directly impact the position of the employees. The report will be published in the local language and in English; a special roundtable will be organized in order to present the report to the decision-makers.

The project includes training of the members of the newly established NGO Alternative Institute on adjusting the methodology, creating a database of potential collaborators and creating a website.

2.  The Fifth Generation of the School of Democratic Management: the Concluding Panel on the Perspectives of Development of the Political Scene in Montenegro

School of Democratic Management is devoted to enhancing the knowledge and skills of representatives of all political parties that make up the Parliament  related to political organization and reforms. The School consists of four panels of several seminars, organized by international organizations in Montenegro, including FOSI ROM. 

The concluding segment of the School for this year, within the panel titled "Perspectives of Development of the Political Scene in Montenegro”, will include lectures by Srdjan Darmanovic, Dean of the Faculty of Political Science, Podgorica, and Miroslav Hadzic, professor at the Faculty of Political Science, Belgrade and Board Chairman of the Center for Civil Military Relations. This will be the occasion to sum up and evaluate the activities implemented within this program and to award certificates to the participants. The participants are expected to enhance exchange of information and start some joint initiatives.

In 2007, FOSI ROM supported three seminars for the Fifth Generation. The remaining funds  are used to cover part of the expenses of the concluding panel.

1. Building the Capacity of the Examination Center for Conducting the External Graduation (Matura) Exam

(Examination Center of Montenegro)          EUR 13,680

The Examination Center, as the instance in charge of external testing, will organize the matura and the vocational exams for the students who attended secondary schools that applied new curricula.

As of 2010, students that attended general-program high schools that applied new curricula will take the external matura exam, required in order to proceed to university.  

In order to be able to organize the exams according to the established international standards, the Examination Center will need to perform extensive preparatory activities, including definition of the methodology for conducting the exam, development of required materials, training of staff and pilot exams.

1. Purchase of Equipment for Citizens' Bureau Rozaje

(In-house project)          EUR 11,602.89

Establishment of Citizen's Bureau is the first step towards the establishment of a unified information system at the level of Rozaje municipality. The system will enable networking of all municipal secretariats and services, which will provide a faster and easier provision of services to the citizens. 

The municipality has adapted available office space to be used for the purposes of the Bureau, while the Foundation will purchase and install equipment and fund training of Citizens' Bureau staff members.

The Foundation has so far supported the establishment of Citizens' Bureaus in Pljevlja, Kotor, Niksic, Cetinje and Ulcinj.

  

2. Training in Communication for Staff Members of the Citizens' Bureaus in Berane and Rozaje

(NGO Civil initiative Berane)          EUR 4,557

Citizens' Bureaus are to be established in the municipalities of Berane and Rozaje, to enable the citizens to efficiently exercise their rights and fulfill their responsibilities with local government bodies (submit requests, obtain certificates, pay local fees and charges etc). The Foundation will also provide equipment for the Bureau in Rozaje.

The Foundation will fund a two-day seminar on communication intended for staff members of both Bureaus. At the seminar, they will be presented the experiences of their colleagues from the Citizens' Bureau in Pljevlja.

The seminar is organized by the NGO Civil Initiative from Berane.

1. Standards for and Management of Protected Areas

Considering that the area of "Prokletije" has been nominated to become the fifth national park in Montenegro, Green Home is undertaking an effort to inform the local stakeholders in Plav Municipality about the key principles of sustainable development, management of natural resources, standards and obligations in this field. The project includes activities to foster cooperation among the local level services and institutions, NGOs and citizens.

Project implementation includes preparation meetings, training events for local government staff members, NGO and civil association activists and biology teachers from local schools.

1. Communal Police in My Municipality

(Union of Montenegrin Municipalities)          EUR 7,161

In line with the Law on Local Governance, most municipalities have issued ordinances on the new service of communal police that should provide communal order in everyday life. Since some inconsistencies have been identified that prevent the implementation of the defined concept of communal police, this project is an effort on the part of the Union of Montenegrin Municipalities to contribute to their resolution.

The project aims to:

- Specify the distinction between the competences of communal police and the inspection;

- Create the conditions for the development of efficient and professional communal police;

- Clearly define the competences of communal police and the instance in charge of supervising their work;

- Initiate amendment of ordinances on communal police; 

- Use a brochure to inform the citizens about the role of communal police in their municipalities.

1. The Fifth Generation of the School of Democratic Management - Panel on Decentralization, European Integrations and Gender Equality

The School of Democratic Management enables 30 representatives of all the political parties represented in the Parliament, coming from all parts of Montenegro, to enhance their knowledge and skills concerning political organization and reforms.

The School includes four panels, 4-5 day long, organized by different international organizations present in Montenegro. In 2007, the School is to be organized for the fifth time, and FOSI ROM is to support the following three seminars that constitute a single panel:

- Decentralization Principles According to European Practice;

- European Integration Process;

- Gender Equality in the European Integration Process.

 

2. Enhancing the Capacity of the Development Office of Pljevlja Municipality

(Pljevlja Municipality)          EUR 21,541.80

The project contributes to enhancing the human resources of the Development Office of Pljevlja Municipality and includes: purchase and installation of computer equipment, creation of a single computer and telephone network, training the staff in the areas related to the specific activities to be performed by the Office.

The new local government in Pljevlja, established after the local elections in late 2006, applied the new method of organization of work and operation in line with the Law on Local Government, introducing the division into the administrative and development section.

Efforts to enhance human resources are intended to improve the organizational capacity and efficiency of the Office and the overall functioning of the local government.

 

3. Enhancing the Capacity of Staff Members of Educational Institutions / Ministry of Education and Science, Bureau for Educational Services, Center for Vocational Education, Examination Center / to Conduct Research in the Field of Education

The project provides the staff members of the Ministry, Bureau for Educational Services and Center for Vocational Education with the basic training on conducting research in the field of education.

Fifteen participants will be provided an initial five-day seminar, assistance in preparing and performing small-scale action research, and a concluding three-day seminar focused on analyzing research results and providing additional training where required.

Conducting research in education is one of the main functions of the institutions participating in the project and an area in which their staff members currently do not possess adequately systematized expertise in.
