1. Roma Inclusion on the Local Level
The project includes organization of a conference on "Roma Inclusion - Options on the Local Level" and printing of 1,000 copies of the integral text of the Strategy to Improve the Position of RAE Population, recently adopted by the Government. The publication will include additional documents that elaborate Strategy implementation. The conference will be organized by the Roma Scholarship Foundation together with the Union of Montenegrin Municipalities, Ministry for the Protection of Huiman and Minority Rights and the newly established Roma National Council; it will take place in Podgorica in early 2008. This event aims to foster ideas/debate concerning development of local mechanisms to improve the position of Roma. The project will enable stakeholders from different sectors (municipalities, business sector, international community, NGO sector) to become better acquainted with the limitations and options in the process of Decade of Roma Inclusion and with the prospects provided by the Strategy to Improve the Position of RAE Population.
1. Registration of Members of Roma Population
The project aims to assist domicile and refugee Roma in the municipalities of Podgorica, Nikšić and Bar to obtain papers necessary to acquire certain rights. FOSI ROM covers the expenses of overall coordination of main program activities, including hiring of Roma assistants in the three given municipalities, coordination of their activities, overall project coordination and the key expenses related to project promotion and implementation. More comprehensive registration of Roma is one of the preconditions for their better integration in the society.
1. Round Table "Equal Access to Quality Education for Roma in Montenegro"
During 2006 and 2007 the Foundation took an active part in the monitoring project "Equal Access to Education for Roma", implemented by the network OSI European Union Monitoring and Advocacy Program (EUMAP), Budapest together with the OSI Education Support Program, Budapest. The project focuses on monitoring the impact of relevant national Roma education programs in the countries participating in the Decade of Roma Inclusion, with special emphasis on desegregation policy. The project aims to promote participation and cooperation with the NGO sector in defining the priorities of the national education policy. Within the project, the four-member team from Montenegro developed the first draft of the report, which includes an assessment of the quality of education of Roma children in the country and recommends to relevant agents the ways to improve the approach. The draft was presented to the expert public at the round table held in Podgorica on 25 June 2007, the logistics provided by the Foundation and the funding by EUMAP. Comments and suggestions obtained at the round table will be used in the development of the final report to be published in 2007.
1. Round Table on the Decade of Roma Inclusion 2005 - 2015
A round table on implementation of the National Action Plan "Decade of Roma Inclusion 2005-2015" was held in Podgorica on 23 May 2007. The meeting that gathered around fifty representatives of Roma and other NGOs, line ministries and international organizations was chaired by Deputy Prime Minister Gordana Đurović. The participants expressed a unanimous position on the modest dynamics of implementation of the National Action Plan and pointed out the need for the Government to consider further the possibilities for more efficient implementation of this document and for upgrading coordination of the process on the institutional level. Conclusions were issued on joint activity to improve the position of Roma in Montenegro.
