1. Translation of the publication "Gender Stereotypes in Elementary School Textbooks"

(In-house project)          EUR 782.51

Study on gender stereotypes in school textbooks supported by the Foundation in 2003 provoked a lot of interest and resulted in a need to make the study methodology and results available in English as well. The Foundation therefore financed the translation of this publication.

In the meanwhile, the NGO Women's Action from Montenegro received a grant from OSI Budapest for the coordination of the regional project related to gender stereotypes in elementary school textbooks and teaching, whereby the publication gained even more importance.

The translation is available in electronic format and is distributed within the OSI network.

  

2. SEE EONET  (SEE Equal Opportunities Network)

USD 5,000

SEE Equal Opportunities Network is a regional project financed by the OSI-New York Women’s Network Program. 

The project includes comparative analysis of relevant Montenegrin laws and EU directives on equal opportunities for men and women, and printing a publication with information and recommendation for each of the project member-states from South East Europe. The publication (report, summary) will be represented before the European Parliament, and domestic institutions and NGOs may use the information obtained through the project for the promotion of gender aspect of EU integrations.

  

3.  Roma Women’s Initiative: Virginity Project

USD 3,000

The project is prepared with the assistance of OSI-New York Women's Network Program and will be implemented by the NGO Center for Roma Initiative from Niksic.

The Center will carry out a research among Roma population on traditional entry into marriage and customs requiring a girl’s father, brother or close relative to decide on who she will marry and on penalties in case of non-respect of that agreement. The research will be conducted in seven cities in Montenegro.

4. Violence against Women Monitoring Project

USD 2,000

The project is an additional component of the SEE EONET Project. In every country participating in this regional project, STOPVAW monitors collect comprehensive information about prevention of violence against women, for the questionnaire prepared in OSI-Budapest.

Implementation partner in this project is SOS Hot Line Network - Podgorica.

1. Celebration of International 16 Days Campaign 

(GoM Office of Gender Equality)          EUR 2,456 

The Government of Montenegro's Office of Gender Equality organizes activities in Montenegro within the international "16 Days Campaign against Violence against Women", from November 25 to December 10. 

Two radio jingles will be made within the media promotion of the campaign that will be broadcast at 12 radio stations, covering the whole territory of Montenegro. 

The Foundation covers the expenses of making broadcasting the jingles.

1. Gender equality in the EU integration processes

(In-house project)          EUR 1,949.06

The project comprises a seminar for female activists from NGOs and those employed in government institutions to make them familiar with views and guidelines of the European Union on gender equality. 

Participants will also receive information about the regional EONET project, which is, in Montenegro, led by the Foundation and OSI New York. (The project focuses on comparative analysis of domestic legislation and EU directives relating to women's economic status, and analysis of law enforcement).

The experience of Slovenia and the Czech Republic will be presented by experts in gender equality in the process of EU association from these countries. The seminar will also include a workshop at which draft plan for the promotion of gender equality within the EU integration processes would be prepared.  

The seminar is a follow-up to the Foundation's engagement in making the domestic forces addressing men and women equality matters aware of the EU legal provisions in this area.

1. National STOP VAW (Violence Against Women) monitors 

(Foundation/OSI Budapest, UNIFEM, Network Women's Program NY)      EUR 1,320

National monitors in the fight against violence against women refer to the international web page STOP VAW information on activities in the prevention of domestic violence such as the acceptance of international conventions, adoption of action plans, changes in national legislation, activities of governmental and non-governmental organizations, training, initiatives etc.

For Montenegro, these activities are performed by Vanja Mikulic, from the NGO SOS Hot Line Network - Podgorica and Irena Milatovic, from the Office of Gender Equality. The Foundation covers their fees for six months.

1. Training for members of local multi-disciplinary teams on domestic violence and methods of work with the victims of such violence - Podgorica, Bijelo Polje, Berane, Niksic and Ulcinj

(NGO SOS Hot-line for Women and Children Victims of Violence, Podgorica)    EUR 7,700

During the three 3-day seminars, 75 members of multi-disciplinary teams from Podgorica, Bijelo Polje, Berane, Niksic and Ulcinj will be trained to support victims of domestic violence. The brochure containing directions for working with the victims shall be drafted within the project and it shall also contain the conclusions from each seminar and the assessment of the seminars in question.

This represents continuation of the Foundation's long-term project done with the cooperation from the NGOs SOS Hot-line - Niksic and SOS Hot-line - Podgorica and it refers to their cooperation with the local institutions at preventing domestic violence. The teams consist of the members employed at the Social Care Centers, Courts, Medical Care Centers and Security Centers.

1. Woman as a creation of popular culture – impact of prevailing forms of popular culture on creating gender identity

(NGO Manus Feminae)       EUR 3,620 

The Project consists of assessing gender and cultural messages sent to the teenage women by TV series, commercials and music projects and assessing their understanding of such messages. The survey and data collection will include 60 young women from four regions in Montenegro.

Based on the analysis of the answers given, a report and a study will be made and the study will serve as an additional material for working and studying within Women's Studies of the NGO Anima from Kotor. Based on that basic study, the training for the teenage population will be designed, in order for them to think about the media products in a critical way. The above-mentioned study will also represent the basis for addressing the media – for organization of the meetings, work with journalists etc. 

The ultimate goal of the Project is to contribute to changing the cultural policy.

 

2. Gender Equality in International Documents

(GoM Office of Gender Equality)            EUR 560

The Project included translation, preparation and printing of the documents of the Council of Europe, EU, United Nations and OSCE that referred to the human rights protection, introduction of non-discriminatory legislation and providing equal rights both for men and women.

This includes four documents that have not been translated so far into any South Slavic language.

These brochures are necessary in the legislation and they will also be used by the School of Human Rights, School of European Integrations and School of Democracy. They will also be disseminated among students, NGOs and state institutions.

3. Coordinated Action Program for Preventing Domestic Violence in Niksic

(NGO SOS Hot-line for Women and Children Victims of Violence, Niksic)          EUR 3,691

This Project includes several basic activities – drafting of the forms for recording domestic violence, which will be used by the Social Care Centers, Basic Court and the hospital; drafting of the Protocol for inter-agency cooperation among the Social Care Center, Security Center, Basic Court and the hospital; - informing the citizens on the work of the team for preventing domestic violence (in cooperation with the local communities) and opening of a separate office within the Security Center in Niksic for treating the victims of violence; one-day seminar for the department heads and managers of the legal departments at the Health Care Centers and General Hospital on domestic violence and the role of institutions in providing the victims with necessary support.

In the year 2003, the Foundation supported establishing of a multi-disciplinary team for preventing domestic violence in Niksic and, by supporting this project, it develops mechanisms for its quality work and for maintaining cooperation with new institutions - the Hospital and the Health Care Center.

1. Women’s Civil Sector in Montenegro, towards European integrations

The main objective of the project is to examine the readiness and capacity of women's NGOs in Montenegro to take over the role of raising public awareness and monitoring of gender aspect in the overall EU integration negotiation process.

The Government of Montenegro adopted and published the Communication Strategy for Informing the Public about the Process of Montenegro’s Accession to EU. In that Strategy, non-governmental sector is separate target group that needs to be provided with information and, at the same time, advocate and supporter in the process of European integrations. This study is supposed to show what are the capacities and needs of women's NGOs in the area of European integration and enable designing of appropriate training program.

2. Information – Documentary Center Program 2005

INDOK-Program includes gathering of the relevant information on women and for women in Montenegro, informing the public and raising the awareness of the women's civil sector and the broader public regarding gender equality issues, monitoring etc. The Program should compensate for the lack of information that has existed so far in the civil sector through raising awareness about women's rights, education, their active involvement, participation in politics etc. During 2005 the activities on establishing the database on the women's NGOs, keeping the information and monitoring and analysis on the way of reporting on women in the media, will be continued. The activities regarding connecting and enhancing the communications among women's NGOs will be undertaken as well. INDOK's web page will be updated and new information will be added to it, and it is planned to publish two magazines and two "Pressjek" releases (analyses of the press articles on women).  

 

3. Women's Studies Program, Kotor 2005

Women's Studies Program is the only interdisciplinary, two-semester educational program on the feminist theory and practice taught here in Montenegro - for the third time this year. The aim of the Program is to enhance women's self-confidence and to support their active involvement in public activities and civil society development. This Project consists of: lecturing (120 hours - on the history of feminist thinking, on the feminist research, language with reference to women, women's position with reference to religion, women's peace policies, identity building etc.) and 24 workshops, 12 hours dedicated to promoting women's creative achievements in Montenegro and 10 summer workshops. It is planned that 20 participants will participate this year at the Women's Studies Course and they will be selected based on the public announcement. By supporting this Project, the Foundation makes it possible for women from Montenegro to attend Women's Studies.

4. Civil Dialogue as a Means of Reaching Efficient Local Government

(NGO Consensus)          EUR 500

The project will include the organization of seminars for women – activists of NGOs in Bar and Kolasin for efficient communication with local authorities. The participants will learn more about the role, responsibilities, obligations and rights of citizens and local authorities, with responsibilities of the local government and mechanisms for establishing dialogue with them. After the seminar, it is planned to hold meetings with representatives of the local government and agree on mechanisms of future cooperation.

The seminar is led by trainers from the NGO "Forma F" and NGO "Suncana strana" from Bosnia & Herzegovina, assisted by female trainers from the NGO "Consensus". They will go through a prior intensive training and through the supported project will be empowered for conducting independent training in other municipalities.

The project is to raise public awareness on the need for citizens to participate in democratic processes and to instigate authorities and their institutions to have in mind priorities of men and women equally in the process of problem solving.
