PROGRAM DESCRIPTION

 

In late 1998, the Government of Montenegro started with public administration/local government reform, which is planned to comprise several phases: analytical, research, legislative and implementation phase. In year 2000 Open Society Institute (Institute) established a program called Public Administration and Local Government with the aim to support all phases of the reform.  During the years 2000 and 2001, Institute supported work on several analytical studies and drafts of the reform laws (Draft Law on Local Government, Draft Law on financing of the Local Government, Draft Law on Territorial Organization), and public discussions about them. Parallel with this, OSI supported institution development and several training projects (City Bureau in Niksic Municipality, Citizen Register in Bar Municipality, Increasing the level of service for the citizens through implementation of the ISO 9000/2000...) Activities on establishing Institution of Ombudsman in Montenegro were supported during 2002, in cooperation with OSCE and UNHCHR offices in Montenegro (visit of the parliamentary delegation to the Ombudsman of Catalonia, institution of Ombudsman and reporting about violation of human rights).

Since 2003, Foundation Open Society Institute-Representative Office Montenegro supports the Public Administration Reform by assisting in:

 

1. Public administration

2. Local government

  • To help implementation of the new decentralization-related legislation (see projects)

  • To increase transparency and accountability of local self governments, level of efficiency of local self governments ant to support cooperation between civil sector and local authorities (see projects)

FOSI ROM activities in the frame of this Program are implemented with coordination, cooperation, consulting and co-finance of Local Government Initiative-Open Society Institute (LGI/OSI), Budapest, part of OSI Network.
